Feb. 16, 1982
Councilmen present: John Pflugrath, Hartley Beeler, Ray Duncan, Ed Rich and
Darrell McNeill. Attorney Neil Fuller and City Clerk,
Peggy McArthur.
Meeting was called to order by Mayor Forrest Lannoye.
Minutes of the previous meeting were approved as presented. Motion was made by
Ray Duncan, seconded by Darrell McNeill and passed unanimously.
Bills and accounts were approved as submitted with a voucher to Western Electric
in the amount of 109.03 to be paid with City Hall Bldg. fund monies. Motion was
made by Hartley Beeler, seconded by John Pflugrath and passed unanimously.
Mayor Lannoye advised Chief Brooks that Councilman John Pflugrath was not in
charge of the police department. Councilman Plfugrath agreed to act as a liaison
between the Department and the Council and also any Civil Service Commission
requests or problems. and oversee the Police Departments's Budget.
Chief Brooks gave a list of needs to each council member for consideration. John
Plfugrath recommended the Department should purchase two fire extinguishers
for their cars immediately.
Choosing a logy for City equipment was again postponed until the next meeting.
The School called and said the art class would have them ready by March 1st.
' Authorization was given by the Council to adopt Ordinance 326 (amending ordinance
260) relative to setting amounts of sick leave and annual leave.
Neil Fuller stated he had drafted an Ordinance for reimbursement for mileage for
City employees, and administrators when using their own vehicles while doing
business for the City. The Council asked for copies to review and the Clerk
was asked to put this back on the agenda.
Mayor Lannoye passed around a letter and rate increase schedule from Teleprompter
effective April 1, 1982. The Council had no objections to the increases.
The Council looked at three chairs from a local supply co. they stated they would
like to look at others and get more quotes.
Mayor Lannoye discussed a Rezone Proposal to General Commercial, received from the
Douglas County Planning Director. Mayor Lannoye pointed out his objections and
the reasons for them. The Council has until March loth to submit their comments
to the planning commission. The Council said they would discuse it further at the
next meeting after they review the Environmental Impact Statement. Mayor Lannoye
said he planned to express his opinion even if the Council did not widh to join in
with his views.
Mayor Lannoye suggested it might be wise to put up a reduce speed ahead sign on
Rock Island Road before entering the City Limits. Ed Rich agreed and said he
would talk to the County Road Dept.
