HomeMy WebLinkAbout2/1/1982 - City Council - City Council Meeting MinutesCOUNCIL MEETING Feb. 1, 1982 Councilmen present: John Pflugrath, Hartley Beeler, Darrell McNeill, Ed Rich and Ray Duncan. City Attorney, Neil Fuller and City Clerk, Peggy McArthur. Meeting was called to order by Mayor, Forrest Lannoye. Minutes of the previous meeting were approved as presented. Motion was made by Ray Duncan seconded by Ed Rich and passed unanimously. Bills and accounts were approved as submitted. Motion was made by Hartley Beeler, seconded by Ed Rich and passed unanimously. Ed Rich stated the High School Arts class want to present logo's. Council postponed this item until the next meeting. The Council gave the Civil Service Commission permission to purchase tests for a new eligibility list for the police department with the requirement that the applicants speak, read and write both Spanish and English fluently. Mayor suggested the applicants should also have their academy training out of the way. Ray Duncan and Darrell McNeill both objected to the Spanish speaking requirement as they stated it is discrimination. 'Neil Fuller said he did not have the vacation and sick leave ordinance amended as yet and the Clerk was asked to put this back on the agenda. Mayor Lannoye passed a letter around to the Council from Barry Draeger, Department of Transportation asking for Council support against consolidation of the Eastern Washington DOT Districts. The Council was unanimously in support of keeping the local District in Wenatchee. Motion was made by Ed Rich, seconded by John Pflugrath. Ed Rich, Darrell McNeill and Ray Duncan stated they would go to Olympia Feb. 9th to uphold the issue. Mayor Lannoye stated each department needs additional chairs and suggested the Council may want to consider the purchase of new chairs for the Council Chambers and let the department have the ones now in use. The Council said they would look into some prices. Authorization was given by the Council to change the next meeting date to Feb. 15th as a legal holiday falls on the regular meeting night. Motion was made by Hartley Beeler, seconded by John Pflugrath and passed unanimously. There was much discussion on a drainage problem on Baker Street that is running under the pavement and sidewalk. There were several options brought out by Dan Reeves that might solve the problem. Ed Rich said he would work with Dan on this matter. ' The Council agreed they might be better off to hire a backhoe with operator and prehaps the street crew could do the maintenance work. Dan Reeves said the paint machine and snow plow should be in towards the end of the week.
