HomeMy WebLinkAbout7/18/1983 - City Council - City Council Meeting MinutesCOUNCIL MEETING July 18, 1983 ' Councilmen present: Ray Duncan, Ed Rich, Hartley Beeler, Darrell McNeill and John Pflugrath. City Attorney, Neil Fuller and City Clerk, Peggy McArthur. Meeting was called to order by Mayor, Forrest Lannoye. Minutes of the previous meeting were approved as presented. Motion was made by Ray Duncan, seconded by Ed Rich and passed unanimously. Bills and accounts were approved as submitted with vouchers to Cascade Cable in the amount of 146.20 and to Herbs Rental in the amount of 59.39 to paid with accumulative storm drain monies. Motion was made by Ed Rich, seconded by John Pflugrath and passed unanimously. Neil Fuller said he called the Association of Washington Cities and they don't have on file, plans for any City Hall Buildings, but would do some research and prehaps send someone over for a Council Meeting to help advise. Authorization was given by the Council to accept the low bid of Morrill Asphalt in the amount of $7,400.00 to resurface 14th Street N.E. One other bid was received in the amount of $7,411.00 from Basin Asphalt. Motion was made by Ed Rich, seconded by John Pflugrath and passed unanimously. ' Six bids were received for roofing the City street shops as follows: Hale & Long Great Northern Roofing, A-1 Roofing, J. N. Vail, and Due West Construction and Due West Construction. It was the consensus of the Council, that the bids be studied and awarded at the August 1st meeting. Ray Duncan and John Pflugrath agreed to study the bids. Mayor Lannoye said he had received two resignations. He first read a letter of resignatio from George Sperline, Planning Director. He then read a letter of resignation from Neil McArthur stating that he and the Planning Director were not compatible. Mayor Lannoye accepted both resignations. George Sperline stated that he has had problems ever since Neil McArthur joined the planning Board. He also stated that he called him a liar. He also stated that Ed Rich and John Pflugrath were against him and had no cooperation in the office. Mayor Lannoye said he would appreciate it if the Council would each try to find someone who might be interested. Ed Rich asked if Pat Vollandt, Fire Marshall and Building Inspector, Bill McKenzie had settled their differences concerning the theatre. John Pflugrath stated he had called Pat Vollandt and he said Mr. McKenzie had not contacted him. Mayor Lannoye said both parties, he felt, did their job and both think they are right and he could see no problems. John Pflugrath and Ed Rich both stated they ' would like Pat Vollandt and Bill McKenzie to attend the next Council meeting.
