HomeMy WebLinkAbout7/6/1983 - City Council - City Council Meeting MinutesCOUNCIL MEETING
July 6, 1983
1 Councilmembers present: Ray Duncan, Ed Rich, Darrell McNeill, Hartley Beeler
and John Pflugrath. City Attorney, Neil Fuller and
Peggy McArthur, City Clerk.
Mayor Lannoye called the meeting to Order.
Minutes of the previous meeting were approved as presented. Motion was made by
Ray Duncan, seconded by John Pflugrath and passed unanimously.
Bills and accounts were approved as submitted with the voucher to Columbia Concrete
to be paid with Acmmlative Storm Drain Fund Monies. Motion was made by Hartley
Beeler, seconded by Ed Rich and passed unanimously.
Councilman Hartley Beeler said the street lights are now in and working on 14th
street.
Neil Fuller said he sent a copy of the minutes regarding the city lots to
Robert Scott suggesting the City lease the lots to the businesses on Valley
Mall Parkway and they in turn would make improvements of leveling and surfacing
with an option to purchase in two or three years.
Neil said he would again try to negotiate a lease by the next meeting. The Council
said they would much rather see the businesses as a group purchase the lots rather
' than selling to one individual.
Fred Stanfield with the Eastmont Kiwanis, asked permission to use the City park for
their salmon barbecue July 30th. He stated they then want to use the banner now
in the park for there special olympics the 20th and 21st of Aug. They would like
to put the banner across Grant Road. Mr. Stanfield said he had already checked
with the County and P.U.D. There being no objects to Mr. Stanfield's requests,
Darrell McNeill made a motion, seconded by Ed Rich and passed unanimously.
Mayor Lannoye said the radius donated by Don Telford at the corner of Rock Island
Road and Grant Road has been held up as the P.U.D. must get easements from several
businesses and at this point things seemed to be hung up with attorneys.
Authorization was given by the Council to call for bids for a sander and 11 or 12
foot snow plow for the new Chevrolet truck to be opened August 1st. Motion was
made by Ray Duncan, seconded by Ed Rich and passed unanimously.
Mayor Lannoye advised the Council that the State Aid Engineer said it was very
possible that the City could get a Grant for one of their Federal Aid Routes
if the prospectus was in by August 1st. The Council agreed they would like to
apply for Funds for Grant Road and asked the Mayor to set up a meeting with the
State Aid Engineer and Munson Engineering. John Pflugrath and Ray Duncan said
they wanted to attend the meeting.
Hartley Beeler
submitted suggestions for
the concept of a new city hall. Chief
'
Brooks said he
1,400 sq. ft.
would need 12,000 sq. ft.
After much discussion, it
and the City Clerk felt she would need
was agreed to have Neil Fuller contact
Washington Assn.
of Cities for information
of other city halls that may have
been built in
recent years, and prehaps
obtain plans from other Cities.
