April 18, 1983
Councilmen present: John Pflugrath, Hartley Beeler, Ray Duncan, Ed Rich
and Darrell McNeill. City Attorney Neil Fuller and
Peggy McArthur, City Clerk.
Meeting was called to order by Mayor, Forrest Lannoye.
Minutes of the previous meeting were approved as presented. Motion was made by
Darrell McNeill, seconded by John Plfugrath and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Hartley
Beeler, seconded by John Pflugrath and passed unanimously.
Councilman Hartley Beeler said he would have information concerning lights on
14th street at next council meeting.
Authorization was given by the Council to accept the low bid of Cascade Chevrolet
for a 1983 GMC with Euclid body for 23,014.00 plus optional bucket seats at
277.50 plus tax. Motion was made by Ray Duncan, seconded by Ed Rich and passed
unanimously.
Charlie Johnston, Manager of the East Wenatchee Water District requested that the
permit fee for street openings be waived on a project on French and Hamilton
Streets. Mr. Johnston stated the District will be putting in new mains and as
several cuts would have to be made, under our present ordinance, the cost would
be prohibitive. Charlie said they would restore Hamilton street to City Specifications
and do a complete overlay on French Street. The Council unanimously went on record
to accept Mr. Johnston's request and asked Neil Fuller to draft an amendment to the
Ordinance related to street openings to be presented at the next Council meeting.
Bob Goodman asked about purchasing a propane pot and material for filling cracks.
The cost would be approximately 1,800.00. He stated he attended a seminar on the
product and feels it would do a good job. As the County will be using the product
within the next two weeks, the Council suggested Bob watch the process and see if
it will meet his needs. Mayor Lannoye said the airport also plans to use it and
he might want to contact them. Clerk was asked to put this matter back on the
agenda.
Chief Brooks was given permission by the Council to purchase a set, of RCW. Neil
Fuller said he would order them.
Mayor Lannoye read a letter from the Douglas County Sewer District sent to business
owners and managers. The letter stated an open meeting will be held April 21st,
proposing to bring sewer service charges in line with the requirements of the
Federal Government's Environmental Protection Agency. Mayor Lannoye stated that
property owners should have been notified also if they plan to raise rates on
properties. Mayor Lannoye said any interested Council member should attend.
Bob Goodman was given permission to purchase 200 18 inch traffic cones and
10 barricades.
There being no further business, Hartley Beeler made a motion that the meeting
be adjourned, seconded by Ray Duncan and passed unanimously.
