April 4, 1983
Councilmen present: Ed Rich, Ray Duncan, Hartley Beeler and John Pflugrath.
City Attorney, Neil Fuller and Peggy McArthur, City
Clerk.
Meeting was called to order by Mayor, Forrest Lannoye.
Minutes of the previous meeting were approved as presented. Motion was made
by Ray Duncan, seconded by John Pflugrath and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Hartley
Beeler, seconded by John Pflugrath and passed unanimously.
Neil Fuller said he had not received a proposal from Robert Scott as yet on
the City lots.
The City received the following bids for a 1983 truck with dump:

After some discussion John Pflugrath made a motion to postpone the award until
April 18th, seconded by Ed Rich and passed unanimously.
Ray Mansfield advised the Council to check on the color of paint.
Mayor Lannoye thanked all present for presenting a bid and after the Council
has time to study each bid, they will make the award at the next regular Council
meeting, April 18th.
The Ordinance amending Ordinance No. 152 setting rates for cabaret licenses
was not adopted by the Council as they asked Neil Fuller to include "disco"
type dance music played by a disc jockey. The Council directed Neil to
include a rate of 300.00 per year for cabaret license and 100.00 for 72
hour cabaret license. This Ordinance to be adopted at the next council
meeting.
Hartley Beeler said there is a drainage problem on 14th and Anne streets
and suggested that this might be the time to think about two lights on Anne.
