HomeMy WebLinkAbout2/7/1983 - City Council - City Council Meeting MinutesCOUNCIL MEETING Feb. 7, 1983 Councilmen present: Darrell McNeill, Hartley Beeler, Ray Duncan, Ed Rich and John Pflugrath. Attorney, Paul Cassel and Peggy McArthur City Clerk. Meeting was called to order by Mayor, Forrest Lannoye. Minutes of the previous meeting were approved as presented. Motion was made by Ray Duncan, seconded by Darrell McNeill and passed unanimously. Bills and accounts were approved as submitted with the following to be paid out of the City Hall Building Fund. The Keyhole for 31.77, Ray'n Save, $18.77 and Johnson's Real Estate $500.00. Motion was made by Ed Rich, seconded by Darrell McNeill and passed unanimously. Councilman Ray Duncan stated there was nothing involving the City, discussed at the last Disability Board meeting he attended. Admission taxes for the Four Seasons was again discussed. Paul Cassel said it still was not determined what is owing in delinquent taxes. He stated Wenatchee has both, an admission tax and cabaret license. They have been collecting the cabaret license fee but have not been enforcing the admission tax. No action ' was taken at this time. Paul Cassel stated Mercy Theatres are willing to settle for 14,000.00 in back admission taxes and would agree to a one cent admission tax on the dollar, rather than the Two and One/half cents now imposed. After much discussion, the Council suggested Mayor Lannoye and Neil Fuller, meet with their attorneys and bring their proposition back before the Council for consideration. The Council reviewed quotes for chain saws passed around by Bob Goodman. Mr. Goodman said he preferred the Homelite as he is familiar with it and also is able to work on them. Ray Duncan, Darrell McNeill and Ed Rich told him to get the one he wanted. Hartley Beeler said he didn't care and John Pflugrath said "No Comment". The Council received one letter from Wenatchee Amateur Hockey Asso. and two verbal requests for fire works stands. The Council unanimously approved the following requests: Wenatchee Amateur Hockey Asso., Eastmont Swimteam and Association for Retarded Citizens. Lyman Schooler, representing the Asso. for Retarded Citizens told the Council what the proceeds would be used for and agreed to give an itemized accounting of the money and its uses. Mr. Schooler assured the Council that the the money would stay in the area and would all go to help the handicapped. The Council received a Petition to Vacate a described street and/or alley situated in the City off llth Street. Petitioners being Jack and Dorothy Brown. The property being of no service to the City, the Council set a hearing ' date for said vacation for March 7th. Appraisal Report from Johnson's Real Estate gave two appraisals. Premise No. 1 Valuation considering construction over the sewer line. $84,000.00 Premise No. 2 Valuation of the owenership taking into consideration that no structure can be built over the sewer line. $71,500.00 The City purchased the lots for $52,500.00. Lowering of sewer line $4,000.00. Removal of Concrete Wall $2,572.50. Apprisal Fees $500.00 for a total of $59,572.50. It was the recommendation of the Council to ask $70,000.00 for the lots and not less than 65,000.00. No other business was discussed.
