Jan. 17, 1983
Members present: Hartley Beeler, Ray Duncan, John Plfugrath, Ed Rich and
Darrell McNeill. Attorney, Neil Fuller and Peggy McArthur,
City Clerk.
Meeting was called to order by Mayor, Forrest Lannoye.
Minutes of the previous meeting were approved as presented. Motion was made by
Ray Duncan, seconded by John Pflugrath and passed unanimously.
Bills and accounts were approved as submitted with the exception of a voucher to
Gordon Giesen for a 1974 Toyota pickup, as the three Council Members, John Plfugrath,
Ed Rich and Darrell McNeill felt the pickup was too old and has too many miles.
They stated they would prefer a newer pickup and one american made. Also, a
voucher to Douglas County Auditor for sales tax and transfer for title on the
pickup was denied. Motion was made by Ray Duncan, seconded by Hartley Beeler and
passed unanimously.
Councilman, Hartley Beeler said many street lights were out after the storm, and
all but a few of them are working now. all have been reported.
Neil Fuller said he and the attorney for Group Cable reviewed the franchise
Ordinance dated and adopted in 1977. according to the Ordinance, no fees
against expanding services were included. Only the basic subscribers fee. Neil
' said he was waiting for an update from the F.C.C. if one is available. Neil said
he felt the Ordinance can be changed, but feels Group Cable should be given notice
and give them a chance to make their comments. The Council tabled this matter for
the time being.
Kathleen Payton advised the Council that she and others are starting a Youth
Crises Center, to be located at 150 S.E. First St. It will be a referral center
for teenagers with problems. They will try to help them or advise them where
they can get professional help. She stated its a blue shirt and jeans operation.
She said they have applied for a Federal Grant. She said they plan to start by
having the center open 12 hours per day. She stated they could use donations,
man power and money at this time. The Council were polled and all supported
the program except for Councilman, Hartley Beeler, who was not sure as to his
feelings. Chief Brooks agreed to draft a letter of support. The Council at
this point, said any donations would have to be individual contributions.
Authorization was given by the Council to adopt Ordinance No. 346. (Imposing
a 1/2 cent sales or use tax. Effective date, April 1st. Motion was made by
Ed Rich, seconded by John Pflugrath and passed unanimously.
Authorization was given by the Council to enter into a maintenance agreement
with Nelson's Office Machines on the Canon copier for one year. Motion was
made by Darrell McNeill, seconded by Ray Duncan and passed unanimously.
' An admission tax was again discussed in reference to the Four Season's Inn.
Neil Fuller said he talked with attorney, Jim Drewlow and the City of Wenatchee
does have an Ordinance that applies to lounges, but didn't know if they have
been enforcing it. He said he did not ask if a Cabaret License fee was being
collected.
