Jan. 3, 1983
Councilman present: John Plfugrath, Hartley Beeler, Ray Duncan, Ed Rich and
Darrell McNeill. City Attorney Neil Fuller and Peggy
McArthur, City Clerk.
Meeting was called to order by Mayor Forrest Lannoye.
Minutes of the previous meeting were approved as presented. Motion was made by
Ray Duncan, seconded by John Pflugrath and passed unanimously.
Bills and accounts were approved as submitted with the exception of two vouchers
to be held until the second meeting in Jan. Those being, Mobilefone N.W. and
Central Gmunications maint. agreement. Motion was made by Ray Duncan, seconded
by Hartley Beeler and passed unanimously.
Mayor Lannoye read a letter from Morrill Asphalt Paving Co, per discussion at last
Council meeting, agreeing to supply asphalt concrete pavement to the City for
installation of a driveway entrance on llth St.
The Council discussed a letter from Group Cable's attorney in reference to franchise
fees. Neil Fuller took the franchise fee computation for 1981 to review and discuss
with their attorney. Clerk was asked to put this matter back on the agenda.
Gay Cordell, Attorney for Merle Loudon, discussed the sign on Stander St. that
Mr. Louden was asked to remove after the Board of Adjustment denied the variance.
The Council concurred that if Mr. Louden indemnified in case of an accident, holding
the City harmless, they would have no objection to the sign remaining there. They
suggested One Million Dollar coverage. Mr. Loudon was advised he would again have to
make application before the Board of Adjustment for a variance and the final
consideration or denial would have to come from the Board of Adjustment.
David Jenkins, owner of Four Seasons Inn asked the Council if they would consider
amending the admission tax to exclude Lounges. He stated he felt he was being
charged double as he has to pay 250.00 yearly for a cabaret license also. Mr.
Jenkins claimed they do not charge extra for drinks after the music starts and
the entertainment amounts to approximately 19% of the time the lounge is open.
Mr. Jenkins stated the Four Seasons no longer has rowdy crowds and does not
require police service as in the past.
After some discussion, the Council asked Neil Fuller if he would check and see what
Wenatchee's ordinance reads Pertaining to admission taxes.
Neil Fuller told Mr. Jenkins he would be responsible for paying the past due
admission taxes from the date the ordinance took effect. Clerk was asked to put
this matter back on the agenda.
Authorization was given by the Council to accept the Dedication Deed of approximatley
620 square feet of property donated to the City by Don and Judith Telford at the
' corner of Grant Road and Rock Island Road, for the purpose of enlargement of the
street on Old Rock Island Road. Motion was made by Ray Duncan, seconded by
Darrell McNeill and passed unanimously.
