Councilmembers present: Fred Ross, Bill Tarver, Ray Duncan, Les Young and Ed Rich
City Attorney, Neil Fuller and City Clerk, Peggy McArthur.
Meeting was called to Order by Mayor, Don Crain.
Minutes of the previous meeting were approved as presented. Motion was made by
Ray Duncan, seconded by Bill Tarver and passed unanimously.
Bills and accounts were approved as submitted with the exception of a warrant to
Douglas County Fire District for donation of 200.00 for packets to be distributed
during Fire Protection Week. Motion was made by Bill Tarver, seconded by Ray Duncan
and passed unanimously. Neil Fuller stated he did not feel the expenditure the Fire
Department had requested was a justified expenditure as the City contracts for
services but does not have a fund beyond that contract for fire protection or
donations.
After some discussion, the Council authorized Neil Fuller to have a contract or agreement
drafted with the owners of the bank at the intersection of Valley Mall Parkway and
Third streets, concerning a 10 foot right of way from the curb line in exchange for,
the City absorbing the cost of half of the sidewalk from Valley Mall Parkway on Third
to the County shops.
'Authorization was given by the Council to adopt Ordinance No. 372 (40 miles per hour
speed zone on S.R. 28) Motion was made by Ray Duncan, seconded by Ed Rich and passed
unanimously.
Mayor Crain discussed a letter he received from the Douglas County Commissioners
suggesting the City take the lead in discussing or proposing annexation. Mayor Crain
said the planning commission is working on a proposed plan under the direction of
George Sperline.
Mayor Crain said he is working on budget guidelines and stated he would like the
department heads to try to cut their budgets by 20 percent if anticipating a 13
percent salary increase. He stated he had compared salaries with those of Wenatchee,
however, feels increases must be justified.
Mayor Crain stated he contacted architech Monsey and Burgett. They will be in to draw
up some specifications for City Hall and give the City an estimate.
The telephone system was again discussed and Mayor Crain said he felt the system included
in the call for bids was much more of a system than is needed by the City.
Fred Ross said he found it hard to justify a system costing between 5,000 to 10,000.
Mayor Crain said bids will be opened Oct. 15th and that the Council should be thinking
about whether the City nees such an elaborate system before making up their minds in
advance.
'Authorization was given by the Council directing the City Clerk to cancel Warrant No. 2159
in the amount of 10.00, dated Nov. 17, 1981, the Payee being Edward McDonald. Motion was
made by Ray Duncan, seconded by Fred Ross and passed unanimously.
