Neil Fuller, attorney and Peggy McArthur, City Clerk. Meeting was called to Order by Mayor, Don Crain. Munutes of the previous meeting were approved as presented. Motion was made by Bill Tarver, seconded by Ray Duncan and passed unanimously. Bills and accounts were adopted as submitted. Motion was made by Ed Rich, seconded by Bill Tarver and passed unanimously. Wayne Barnhart, Captain for the Douglas County Fire District, invited the Mayor and Council to the opening day ceremony of the National Fire Prevention Week display to be held at the Wenatchee Valley Mall, Oct. 9th. Mr. Barnhart also asked if the Council would donate 170.00 or 200.00 for informational packets the District plans to distribute during Fire Protection week. Neil Fuller said he had doubts about such a contribution and would check into it. Mary Schamens, representing the Wenatchee Visitors Convention Bureau, requested 500.00 from the Council so they will be able to keep their toll free telephone 1-800-57Apple. Mary stated Dec., 1983 showed over 3500 calls charged to the 800 number since the line was put in. Mary explained that Chelan County and the City of Wenatchee are both particpating. Authorization was given by the Council to contribute 500.00 per year for this service upon receiving a contract. Money to come out of the Stadium Fund. Motion was made by Ray Duncan, seconded by Ed Rich and passed unanimously. Bob Goodman said he had just received the 15 minute parking signs for Valley Mall Parkway and would be putting them up soon. Bob Also stated, the Manager of the Bank that is being build at 3rd and Valley Mall Parkway, has requested the City to pay half of the cost of the sidewalk on 3rd street in exchange for 10 feet of right-of-way. Neil said he had been contacted by George Sperline in reference to this and said it might be a benefit to the City as the City might want a sidewalk at and later date and would have to absorb the entire cost. The Council said they would like to see the plans before making a decision, to determine exactly where the 10 feet is located. Bob Goodman was given permission by the Council to purchase 1,000 lbs of beads used in traffic paint. The cost to be approximately 300.00. Authorization was given by the Council to allow Mayor Crain to call for bids for Christmas decorations not to exceed 20,000.00. Bids to be opened, Oct. 15th. Motion was made by Bill Tarver, seconded by Ray Duncan and passed unanimously. Mrs. McGee's request for overtime and/or comptime was denied by the Council upon research by Neil Fuller. The Council had not approved this overtime pay and the only record that was kept was by Mrs. McGee.
