June 4, 1984
1 Councilmen present: Darrell McNeill, Ed Rich, Bill Tarver and Ray Duncan.
City Attorney, Neil Fuller and City Clerk, Peggy McArthur.
Meeting was called to order by Mayor, Don Crain.
Minutes of the previous meeting were adopted as presented. Motion was made by
Ray Duncan, seconded by Bill Tarver and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Ed Rich, seconded by
Bill Tarver and passed unanimously.
Neil Fuller was asked about the new law pertaining to municipal court and how it would
affect the Court. Neil said the City court would have the same guidelines as district
court and if the City planned to contract with District Court, now might be the time to
consider it.
The Council suggested inviting Judge Hanna to the next meeting and get his opinion.
Neil said he talked to Judge Hanna and it appeared he would like to consolidate the
two courts and they both felt the City Council and County Commissioners could now
make the decision without a meeting with the review board.
After some discussion the Council awarded the demolition of the school to Huls
Construction for 29,500.00. The low bid of Products Supply was rejected as they
changed the specifications by requesting payment in advance. Motion was made by
Ray Duncan, seconded by Ed Rich and passed unanimously.
The Council authorized to call for bids for the following streets to be paved:
1. Grant Road from Valley Mall Parkway. 2. Highline Drive from Pace Drive to
the South City Limits. 3. North Baker Ave. from 5th N.E. North. 4. Greenbriar
Lane. 5. Cedar Lane. Bids to be opened July 2nd. Motion was made by Ray Duncan,
seconded by Ed Rich and passed unanimously.
The Council accepted an agreement between the East Wenatchee Chamber and the City
for use of Stadium Fund monies and directed the Mayor to sign said agreement as
written. Motion was made for these expenditures at the previous meeting.
After considerable discussion the Council agreed to assign two fifteen minute parking
stalls on Valley Mall Parkway. One in front of Irish T.V. the other being the last
stall in front of the Barber shop. Motion was made by Bill Tarver, seconded by Darrell
McNeill and passed unanimously.
The Council discussed a revised City Plan submitted by the Planning Commission. The
Council agreed to take no action at this time as all members would like to review it.
They also agreed that the Commission should look over Douglas County's comprehensive
plan and follow it to some extent. They asked that the matter by put on the agenda
for June 18th.
' Authorization was given by the Council to adopt an amended Humane Society Ordinance.
Said amendment will allow the City police jurisdiction to handle Humane Problems
if the need arises. The Council directed Neil Fuller to draft the amended ordinance.
Motion was made by Ed Rich, seconded by Bill Tarver and passed unanimously.
