April 16, 1984
Councilman present: Darrell McNeill, Ray Duncan, Fred Ross, Bill Tarver and
Ed Rich. City Attorney, Neil Fuller and City Clerk, Peggy
McArthur.
Meeting was called to order by Mayor Don Crain.
Minutes of the previous meeting were approved as presented. Motion was made by Ray
Duncan, seconded by Darrell McNeill and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Ed Rich, seconded
by Darrell McNeill and passed unanimously.
George Sperline stated the planning commission is still working on an updated
Comprehensive Zoning Plan and it will be some time before it is completed.
George also submitted a Short Plat for property located at Simon and Highline Streets
for Council approval and the Mayor's signature. After some discussion and one objection
by Mrs. Starkey as to what type of Clinic is going in, which the Council advised her,
had nothing to do with the short plat, Bill Tarver made a motion authorizing the
Mayor to sign the Short Plat, seconded by Ray Duncan and passed unanimously.
Bob Goodman said he has been working on a street surfacing plan and hopes to have it
completed soon for the Council's review.
'Bob also stated, the left to sign has been put up on Grant Road as previously
requested and the State is doing a study to see what can be done about the problem.
Chief Brooks said Douglas County Sheriff, Bill Williams, has agreed to Commission
his officers, excluding the reserve officers, and this should be taken care of by
the end of the week. He also said they have put one of the old cars back into operation
and will keep it for a back up.
Combining of the two courts was again discussed. Neil Fuller said there should be no
problem setting up our own Court again if the merger does not work out.
Fred Ross said he would like to know how many tickets are issed, those wishing to
appear in Court and those who do not go to Court so the City will have some idea of what
the cost might be if we follow the same type of contract as Chelan County and Wenatchee.
Neil said there is a Hearing in Waterville April 24th on the Shop roof matter. He
said he will be preparing affidavits for Robert Goodman and the City Clerk to sign
concerning costs etc.
Mayor Crain stated demolition of the old school was published and the bid opening will
be May 7th.
Mayor Crain said he received a letter from the Department of Transportation and they
'have no objection to Christmas lighting on their property, but they were not too
positive about a Nativity Scene.
The Council authorized Neil Fuller to draft an amended Ordinance to #330 (amending the
fees for Mobile Home Inspection from $75.00 per unit to $75.00 per mobile home to
conform with what other entities are charging) Motion was made by Fred Ross, seconded
Ray Duncan and passed unanimously.
