HomeMy WebLinkAbout2/6/1984 - City Council - City Council Meeting MinutesCOUNCIL MEETING Feb. 6, 1984 Council members present: Darrell McNeill, Ed Rich, Ray Duncan, Fred Ross and Bill Tarver. Attorney, Neil Fuller and City Clerk, Peggy McArthur. Meeting was called to Order by Mayor, Don Crain. Minutes of the previous meeting were approved as presented. Motion was made by Ray Duncan, seconded by Darrell McNeill and passed unanimously. Bills and accounts were approved as submitted. Motion was made by Ray Duncan, seconded by Bill Tarver and passed unanimously. Kim Smith, representing the Cascade Loop Association, gave a short presentation and passed out their new maps and traveler's guides. He stated the Assn. is non profit with only one paid staff member. He stated the Assn. is requesting 20% of the 1981 Hotel/Motel Taxes in the amount of 2,446.00 to help support tourism. He said the new map is more accurate in showing East Wenatchee. Fred Ross asked, "Do we want to pay 2,446.00 to have our name on a map". He also asked what percentages other communities are paying. Les Young, owner of East Wenatchee Motor Inn, said he felt the Cascade Loop Association does a fantastic job and feels East Wenatchee should help support their goals. After more discussion, Mayor Don Crain, said he would like to talk to Motel owners and get their opinions and make some recommendations at the next Council meeting. 'Kim Smith was asked to provide the Council with the percentages others are paying by the next meeting. The Council discussed the request from Chelan -Douglas Council on Aging from Director, Don MacLean, asking for funds of 3,069.00 for the year, 1984. Councilman, Bill Tarver said the program was a very necessary service. They pick up the elderly and take them to various places to shop, appointments, etc. Authorization was given by the Council to accept the Agreement of Intended Use of Funds. Motion was made by Bill Tarver, seconded by Fred Ross and passed unanimously. Mayor Crain stated that at the last meeting, three options concerning the Court were discussed. He said the present City Hall was not an adequate facility and the City may have to lean towards consolidation with District Court in the near future. Mayor Crain said it would appear he has the right to appoint a Judge and would appoint Jerry Hanna on Tuesday to represent the City's Court with the idea of sooner or later combining the tow courts. Ray Duncan and Bill Tarver both asked if Judge Hamilton had been advised of this. Mayor Crain said he felt there should be a change after 20 years. Ray Duncan questioned where the City would stand if there was an Oath of Office appointing Judge Hamilton to another four year term. Neil Fuller explained that an Oath was signed Dec. of 1975, an Oath was signed Jan. of 1979 and another signed Dec. of 1983. He stated, it appears by case law that Mayor Crain could make the change. Mayor Crain asked that each Council Member bring their ideas to the next meeting on what they feel should be done with the old school building. Authorization was given by the Council to have Neil Fuller draft a letter to the County Commissioners concerning consolidation of the Courts. Motion was made by Fred Ross, seconded by Bill Tarver and passed unanimously. Mayor Crain advised the Council that he plans to attend an Assn. of Wa. Cities meeting in Olympia Feb. 15th. Mayor Crain said the Mayor and Council are invited to attend a dinner meeting put on by the Lions Club Feb. 17th, 6:00 P.M. at the Wenatchee Center. The next regular council meeting will be held Feb. 22nd as the 20th is a legal holiday. There being no further business, Motion was made by Bill Tarver to adjourn, seconded by Ray Duncan and passed unanimously.
