Council Meeting
January 16, 1984
Councilmembers present: Darrell McNeill, Ed Rich, Ray Duncan, Bill Tarver and
Fred Ross. City Attorney, Neil Fuller and City Clerk,
Peggy McArthur.
The City Council meeting was called to order by Mayor, Don Crane.
Minutes of the previous meeting were approved as presented. Motion was made by
Ray Duncan, seconded by Darrell McNeill and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Darrell McNeill
seconded by Ed Rich and passed unanimously.
Ray Duncan said they started assembly of the loader January 22nd and delivery should
by by the 1st of March.
Chief Brooks said both police cars have been striped and are being detailed. Wheels
are being changed, transfer of light bars, radios, etc.
Bill Myres, Manager of the Wenatchee Valley Humane Society was in attendance to explain
the Society's increase of 1Z percent over the 1983 contractual services. Mr. Myres
explained it was due to the increase in the Humane Society's budget. He stated their
last years budget had been underestimated due to payroll. He said some of their
' officers were paid only 750.00 monthly last year and the Kennel employees were paid
considerably less. He stated the Society has 6 officers, 2 kennel employees, 2
office personnel and his position.
Mr. Myres stated the City's share is approximately 1 percent of their total budget
and 2.3 percent after tag purchases, fines, etc.
Mr. Myres said 5% of their calls are from the City of East Wenatchee.
Bill Tarver asked who to call for a complaint. Mr. Myres said during working
hours calls are received at the Society direct. Evening, they have an answering
service. After 11.00 P.M., the officers are on call situation.
Councilman Fred Ross asked how many calls were received last year. Mr. Myre
283, but could not give details of the calls as proper records were not availa%le
for 1983. They are now keeping records of all calls he stated.
Mr. Myres assured the Council that every entity receives the same service no matter
what the contract cost is.
Fred Ross said his main concern is the increase from 800.00 two years ago to the
present 2,100.00 and asked if the City could anticipate this kind of an increase
each year. He stated there should be some kind of guarantee that these high increases
are not going to continue each year.
' Fred Ross also asked if the percentage asked from the City falls in line with
precentages asked from other entities. Mr. Myres stated he did not have those
figures with him.
Mr. Myres was asked to send a copy of their percentage increases from the other
areas they contract with.

After more discussion, Neil Fuller said prehaps someone could contact Judge Hanna
with District Court and the County Prosecuting Attorney and discuss the possibilities.
Mayor Crain said he would check into it. Ray Duncan said he thought he should talk
to Judge Hamilton. Mayor Crain assured the Council that Judge Hamilton would be
consulted and at this point, he would just like to look into the avenues available
and what is best for the City and its people.
There being no further business, Bill Tarver made a motion that the meeting be
adjourned. Seconded by Ray Duncan and passed unanimously.
