January 4, 1984
Councilmen present: Darrell McNeill, Ed Rich, Ray Duncan, Bill Tarver and
Fred Ross. Attorney, Neil Fuller and City Clerk,
Peggy McArthur.
Meeting was called to Order by Mayor, Don Crain.
Minutes of the previous meeting were approved as presented. Motion was made
by Darrell McNeill, seconded by Fred Ross and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Ray Duncan,
seconded by Bill Tarver and passed unanimously.
Fred Ross asked if the Council could get a total of bills presented each council
meeting in the future. He was assured that this would be no problem.
Fred Ross also asked what it costs to prosecute a person charged with a D.W.I.
and if it is profitable. Neil Fuller said Judge Hamilton usually sentences a
first time offender to one day in jail while Pro-tem, Judge Smith sentences
them to two days. Fred then asked if D.W.I.'s could be obolished by Ordinance
and any D.W.I. would then be handled through District Court. He stated that
some small cities have found this to be more advantageous because of the cost
of prosecuting. Neil Fuller said he would look into the matter.
Councilman, Ray Duncan said the street crew is in the process of moving snow and
will be putting on another person to help. Mayor Crain complimented the street
department for the good job they have been doing.
Chief Brooks asked if the police cars are to be painted another color other than
the white which was ordered. He stated one of the cars is in and the other
expected by the end of the week. It was agreed that this matter can be taken up
at a later date.
Authorization was given by the Council to withdraw the Shoreline Management
Permit submitted by the Department of Transportation for Conctruction of
approximately 0.64 miles of Highway between 13th St. N.E. and 9th Street N.E.
within the City of East Wenatchee. Motion was made by Bill Tarver, seconded
by Ed Rich and passed unanimously.
The Council received three verbal requests for fireworks stands as follows:
Wenatchee Amateur Hockey Asso., Eastmont Swim Team and Association for Retarded
Citizens. Neil Fuller explained that the City has an Ordinance limiting the
number of stands to three on a first come basis because of previous problems
when there was no limit on the amount of stands. After some discussion, Fred
Ross made a motion to accept the three requests, seconded by Ed Rich and passed
unanimously.
The Council agreed not to enter into a contract for services with the Humane
' Society until they review some quarterly reports showing what services the
City has been receiving. Councilman Ross said he feels 2,100.00 for the year
is is pretty high and would like to know how many animals are picked up and
how many calls the Society receive from within the City. Chief Brooks said he
would ask Bill Myers, Director for the Humane Society to attend the next Council
meeting.
