HomeMy WebLinkAbout12/2/1985 - City Council - City Council Meeting MinutesCOUNCIL MEETING December 2, 1985 Members present: Terry McKee, Paul Cassel, Ray Duncan, Ed Rich and Les Young. Attorneys, Robert Kiesz and Chuck Zimmerman and City Clerk Peggy McArthur. Meeting was called to Order by Mayor, Don Crain. Minutes of the previous meeting were approved as presented. Motion was made by Terry McKee, seconded by Paul Cassel and passed unanimously. Bills and Accounts were approved as submitted. Motion was made by Ray Duncan, seconded by Terry McKee and passed unanimously. Bob Goodman said Goodfellows checked the elevation of the school property and have agreed to bring it up to grade. Terry McKee said he met with the Planning Commission and discussed the two proposals recieved for conducting a City Plan. Terry stated the Commission agreed that the Proposal received from Rick Olson was not what the City wanted and unanimously voted to retain McConnell & Burke. The Commission also stated that they do not have the expertise to conduct such a study. The cost of the study will range from 19,930.00 to 29,497.00 depending on what the City wants. The Council agreed to make it part of the 1986 budget. Paul Cassel said Chelan & Douglas Counties are conducting a Planning Short Course Wed. night and suggested that all Council members attend if at all possible. After some discussion about the request from the second rink committee, the Council agreed that it would promote tourism. A motion was made by Terry McKee to appropriate Stadium fund monies with the condition that it is researched and approved by the City Attorney and he finds it to be legal. Seconded by Ed Rich. Les Young and Ray Duncan voted yes. Paul Cassel voted no. Motion passed. Joan Erickson again asked for 9,782.50 from Federal Shared Revenue to build shelter for six buses. Joan said the City of Wenatchee has provided the location without rent plus maintenance, such as snow plowing. After some discussion, Paul Cassel made a motion that 9,782.50 of Revenue Sharing be allocated to Head Start. Seconded by Ed Rich. Les Young voted yes. Ray Duncan and Terry McKee voted against. Motion passed. The Council authorized the Mayor and City Clerk to sign the contract between the Wenatchee Area Visitor and Convention Bureau and the City for 2,000.00 to be used for promotional activites for the purpose of tourism. Peggy Wolfe read statements from the Wenatchee Area Chamber of Commerce. The Chamber felt Federal Shared Revenue should be used for capital expenditures and not as regular income to balance the budet. The City should contract services. The City should keep an open mind to a Metro -Park District and that the City look ahead to future long range planning. Mayor Crain thanked the Chamber for their input. The Council discussed contracting Building Code Functions for 1986 with Douglas County. The Council received a letter from Commissioner, John Tontz stating they would contract services for 90% of the permit fee. Terry McKee made a motion that the City contract services for one year with Douglas County as spelled out in the letter from Commissioner Tontz dated Nov. 25, 1985. Motion was seconded by Ed Rich. Paul Cassel said he thought the City should wait until the City Plan is finished. Ray Duncan said he thought the City should wait and see if Mr. McKenzie returns to work.
