Council Meeting
Budget Workshop
Nov. 12, 1985 6:30 P.M.
Council members present: Terry McKee, Paul Cassel, Ray Duncan, Ed Rich and Les
Young. City Clerk, Peggy McArthur.
Meeting was called to Order by Mayor, Pro-tem, Les Young.
Les Young stated the purpose of the special meeting was to discuss budgets only and
asked if any person present had any input.
Joan Erickson, Director for Wenatchee - Eastmont Head Start, presented a letter to
the Council asking that they consider using some of their Federal Shared Revenue monies
to aid them in building shelter for six of their mini buses.
The Council advised Ms. Erickson that they would consider this and asked her to
attend the Council meeting Nov. 18 for the public hearing on Federal Shared Revenue
and it proposed uses.
Bob Sumbardo said Mary Schamens was unable to attend but that she would be asking for
stadium fund money for the Visitors and Convention Bureau in the near future.
Bob Goodman was asked to discuss his street department budget and was asked if he had
additional requests from the preliminary budget. Bob said he would like to request
4% cost of living increase and 6% salary increase for a total of 10% plus family medical,
dental and optical, disability ins. and possibly state retirement. Also he asked that
as a department head, he be compensated an additional 175.00 as he is not entitled to
overtime pay.
Bob said everything else he might need was already included in line items within the
budget.
The Council made the following suggestions at this time: an increase of 195.00 per month
for Bob Goodman. Leaving Ron Lannoye's salary at 1,835.00 and bringing Lennie Breckenridge's
salary up from 1,775.00 to 1,835.00. Suggested a benefit package of 150.00 per month.
The employees could then choose what benefits he/she wanted up to that limit. Increasing
construction under sidewalks 19,000.00; sidewalks under maintenance 6,000.00; and
undistributed labor 5,000.00 to compensate for the additional benefits.
After some discussion about the park budget, the Council agreed to add a miscellaneous
item of 40,000.00 to come out of curreni expense, to fence the school property, plant
grass, trees, shrubs and fix up the grounds until its decided what to do with the
property.
Officer Mike Cattin said the employees of the police department were interested in
benefits.
The Council adjourned at 9:20 P.M.
