HomeMy WebLinkAbout11/4/1985 - City Council - City Council Meeting MinutesCouncil Meeting Nov. 4, 1985 Council members present: Ray Duncan, Terry McKee, Les Young, Paul Cassel and Ed Rich. Attorneys Bob Kiesz and Chuck Zimmerman City Clerk, Peggy McArthur. Meeting was called to Order by Mayor, Don Crain. Minutes of the previous meeting were approved as presented. Motion was made by Ray Duncan, seconded by Terry McKee and passed unanimously. Bills and accounts were approved as submitted. Motion was made by Ray Duncan, seconded by Paul Cassel and passed unanimously. Acting Chief Harold Kirby stated that flyers have been sent out to all police departments. Testing will be lateral entry. Currently employed in law enforcement with basic academy certification. Les Young read a letter from Hiram Thomas requesting a leave extension until Labor and Industries make a decision on his claim. Bob Kiesz stated that the City does have an ordinance that covers additional leave for emergency or undue hardship. Les Young made a motion to pay Hiram Thomas through Dec. Seconded by Terry McKee. After more discussion the Council agreed to have ' Bob Kiesz contact the Department of Labor and Industries to assure that there would be no problem with his claim if the City did extend his leave. The motion was unanimous if it is legal. Said discussion to be continued Wednesday, Nov. 6, 1985 at 5:00 P.M. The vacation of Adams Street was again discussed and it was recommended by George Sperline that the City vacate the alley only and keep Adams Street. Carole Rider said every one seemed to be favorable of the complete vacation at the time of her petition and she stated that if the property was ever needed for a walkway or bike path she would gladly relinquish her right to the property. After more discussion, Ray Duncan made a motion to vacate only the alley. Seconded by Paul Cassel. Terry McKee voted yes. Ed Rich and Les Young opposed. Motion passed to vacate only the alley. Bob Kiesz said the City could dead end Hamilton Street without any problem. It was agreed by the Council that the street should have a cul-de-sac at the end due to snow maintenance and fire protection but this could be decided at a later date. Motion was made by Paul Cassel to dead end the street at this time, seconded by Ray Duncan and passed unanimously. The Engineering firm will submit the necessary data for a cul-de-sac at a later date. Terry McKee asked that the signal light at Grant Road and SR 28 be tabled until he ' has additional infomation compiled. Terry McKee asked if the Council had any feedback on the East Wenatchee Plan Draft Scope of Work submitted by McConnell and Burke. After some discussion, it was agreed by the majority of the Council that they were in favor of the plan as submitted.
