Attorneys Bob Kiesz and Chuck Zimmerman. City Clerk, Peggy McArthur. Meeting was called to Order by Mayor, Don Crain. Minutes of the previous meeting were approved as presented. Motion was made by Ray Duncan, seconded by Terry McKee and passed unanimously. Bills and accounts were approved as submitted. Motion was made by Ray Duncan, seconded by Ed Rich and passed unanimously. Acting Chief Harold Kirby advised the Council that Officer Hiram Thomas would not be returning to work as his Doctor informed the Police Department that Mr. Thomas could not return at 100% capacity. The Council discussed a replacement for Hiram and it was agreed by the Council that the City establish a new eligibility list and that the Council have some input into the requirements. The City will advertise as soon as legally possible as Officer Thomas will still be carried on the payroll until Nov. llth. Acting Chief Harold Kirby, Paul Cassel and Mayor Crain will be on a committee to draft requirements necessary to apply for the test. The Council gave Bob Goodman permission to purchase 450 lbs of mix to fill cracks in streets. Greg Brizerdine, Project Engineer for Forsgren - Perkins spoke to the Council about hazardous conditions caused by steep grades on Hamilton Street as it approaches 9th Street and proposed that Hamilton Street be made a dead end street or that a cul-de-sac be placed. A cul-de-sac would require land acquisition. Bob Kiesz said that the steps to do what was proposed by the Project Engineer might take an Ordinance and he would like to check over the plans. The Council agreed to discuss this matter again at the next meeting. The Council asked what was being done about the school demolition and Chuck Zimmerman said he had contacted the bonding company. If there is no response by Nov. lst, legal action will be taken, he stated. Karen Wade with the apple blossom festival commission gave a presentation and displayed some banners. She said the festival committee would purchase banners if the City would purchase poles and brackets. Ms. Wade said the hardware could be used for other banners during the holidays and not just during apple blossom. Terry McKee made a motion that the City purchase 30 poles and brackets at a cost of approximately 1,440.00. Seconded by Paul Cassel and passed unanimously. Ms. Wade said the festival board has proposed a parade in East Wenatchee during the apple blossom festival that would consist of classic and antique cars. She said she would have more information on that at a later date. 'Terry McKee distributed a Plan Draft Scope of Work outlined by Consultants, McConnell and Burke. The draft consisted of five specific work elements. The Council asked for time to review the draft and asked that it be put back on the Nov. 4 agenda.
