REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR RICHARD MCGRAW PRESIDING
DECEMBER 3, 1990
6:30 P.M.
(This meeting was recorded and will be retained at City Hall for
a period of six years from the date of the meeting.)
Councilmembers Present: Councilmember McArthur, Councilmember
Hendricks, Councilmember Collings, Councilmember Cassel and
Councilmember McKee, Mayor McGraw.
Staff Present: Gini Oestreich, Charles Zimmerman, John Flinner,
Bob Goodman, Nick Wiltz, Nancy Lynn, Randy Harrison, Bob Dahmer,
Chet Virnig, Renee Ainardi.
CONSIDERATION OF MINUTES: Regular Session, November 19, 1990.
Council Action: Councilmember Cassel said the position opening
for the Public Transportation Benefit Area was to be for a
General Manager and not Administrator as noted under Council
Reports and Updates. A motion was made by Councilmember McKee,
second by Councilmember Hendricks to approve the minutes as I
amended. The motion carried, 5-0.
CONSIDERATION OF BILLS
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, December 3, 1990, the Council does approve for
payment voucher numbers 11212 through 11239, and voucher numbers
3184 through 3193 in the amount of $305,032.45.
There were no payroll vouchers.
Council Action: A motion was made by Councilmember Cassel,
second by Councilmember Hendricks to approve the bills as
presented subject to proper audit. The motion carried, 5-0.
DEPARTMENT REPORTS
Police Department
Police Chief Flinner commented on the good reports he has been
receiving from citizens regarding the department's staff, I
especially their professionalism.

Code Compliance officer
Wiltz reported the department's assistant
and the City Clerk had
attended a Washington State
Energy Code
workshop in Wenatchee.
Mr. Wiltz said the final
Comprehensive Plan had been
presented to
the Planning Commission
at their last meeting. The
plan should
be presented to Council
within six to eight weeks.

Superintendent Goodman reported on the fuel tanks, noting either
their removal, or the city's responsibility to bring them up to
the new legal standards. He said the new laws would require this
and he would keep Council informed as to dates and the laws.
Council agreed by consensus to Mr. Goodman's request to surplus
the fire hydrants. This will allow the Water District to
purchase them at cost or less for their installation.
Mr. Goodman said he would start the purchasing process for a new
snow plow now, although payment would not be made until 1991, and
it was included in the budget. Council agreed by consensus.
CONSENT AGENDA
12-01-1 A cabaret license application for Senor Frog's
restaurant
Council Action: After clarification regarding the process from
the City Attorney, a motion was made by Councilmember Cassel,
second by Councilmember Collings to approve the application
request, subject to the correct amount being paid, and approval
by the Police Department. The motion carried, 5-0.
ORDINANCE
11-01-2 First reading of an ordinance adopting the City of East
Wenatchee's 1991 budget
Council Action: A motion was made by Councilmember McKee, second
by Councilmember Collings to approve first reading of the
ordinance subject to the changes made during the budget
workshops. The motion carried, 5-0.
