(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) Councilmembers Present: Councilmember McArthur, Councilmember Hendricks, Councilmember Collings, Councilmember Cassel and Councilmember McKee, Mayor McGraw. Staff Present: Gini Oestreich, Charles Zimmerman, John Flinner, Bob Goodman, Nick Wiltz. CONSIDERATION OF MINUTES: Regular Session, November 5, 1990. Council Action: A motion was made by Councilmember Collings, ' second by Councilmember Hendricks to approve the minutes as read. The motion carried, 5-0. CONSIDERATION OF BILLS Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. Councilmember Hendricks questioned the bill for installation of fire hydrants and if the responsibility of placing hydrants should belong to the city or to the water district. Maintenance Superintendent Goodman said the bill in question concerned two hydrants in the Rock Island Road project. However, he added he felt it was time for the city to get out of the fire hydrant business. It was agreed new developers in the city should be responsible for the expense of new hydrants; and the water district should place new hydrants, as they are the responsible party for the water mains. As of this date. November 5, 1990. the Council does approve for payment voucher numbers 11134 through 11175. and voucher numbers 3150 and 3161 through 3174 in the amount of $224,824.67. Council does approve payroll voucher numbers 10120 through 10157, in the total amount of $57.104.40 paid November 2, 1990 for the month of October, 1990. Council Action: A motion was made by Councilmember Cassel, second by Councilmember McKee to approve the bills as presented subject to proper audit. Students that presented upper site (Ninth Street) locations were: Keith Howell, Julie Hare and Mark Wieringa. All of the students explained how their models related to their feelings on each site.
