REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR RICHARD MCGRAW PRESIDING
OCTOBER 15, 1990
6:30 P.M.
(This meeting was recorded and will be retained at City Hall for
a period of six years from the date of the meeting.)
Councilmembers Present: Councilmember McArthur, Councilmember
Hendricks, Councilmember Collings, Councilmember Cassel and
Councilmember McKee, Mayor McGraw.
Staff Present: Gini Oestreich, Charles Zimmerman, John Flinner,
Bob Goodman, Nick Wiltz.
CONSIDERATION OF MINUTES: Regular Session, October 1, 1990.
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember Collings to approve the minutes as read.
The motion carried, 5-0. ,
CONSIDERATION OF BILLS
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, October 15, 1990, the Council does approve for
payment voucher numbers 11098 through 11133, and voucher numbers
3151 through 3160 in the amount of $19,239.29.
Council does approve payroll voucher numbers 10079 through 10119,
in the total amount of $56,093.09 paid October 3, 1990 for the
month of September, 1990. Payroll voucher numbers 10082 and
10108 voided.
Council Action: A motion was made by Councilmember Cassel,
second by Councilmember Hendricks to approve the bills as
presented subject to proper audit. The motion carried, 5-0.
DEPARTMENT REPORTS
Police Department '
Police Chief Flinner reported he had checked with the Grant
County sheriff regarding teaching Hispanics proper driving laws.
He said the city could plan on this, possibly after the first of
the year, jointly with Grant County and hopefully Douglas County.

Chief Flinner asked Council if they had any questions, or
problems regarding the Police Department and their operations, to
direct then to him, and not through other sources. Chief Flinner
read the following report into record:
The East Wenatchee Police Department is a professional and
integral part of the City of East Wenatchee. I believe that the
personnel of the Police Department are dedicated, not only to
the people they serve, but also to the city.
I just found out that one of our former reserves, Bruce Blevins,
graduated from the jailers academy as number one, overall, in
both classes. He placed in a pass plus category in all four
divisions of the academy. He stated that he feels his success
was due to the training of the reserve academy and his on the job
training he received as a reserve with the East Wenatchee Police
Department. This is just one example of the high caliber of
personnel the Police Department has in their employ.
I realize that the City Council does not always agree with the
' way the Police Department is run; however, whenever one of your
receives a complaint from a citizen of the community, I would
like to ask that it be brought to my attention and not spread
around to third parties. I need to be aware if a problem exists
and perhaps there has just been a misunderstanding which I can
clear up. Police Officers deal with negativism, on a daily
basis; yet my officers pride themselves on dealing objective and
public relations oriented.
The East Wenatchee Police Department has come a long way in the
past couple of years and we have received numerous compliments
from citizens in the community in reference to my officers and
office personnel. We have positive attitudes and these attitudes
are gradually flowing over into the community.
Just last Saturday, one member of the City Council spent part of
the afternoon riding with Sergeant Harrison in order to gain more
of a perspective of what the Police Department does, behind the
scenes. To someone on the outside, the daily duties of a police
officer are inconceivable. I would encourage all members of the
Council to ride occasionally with an officer to see just what
goes on in the day to day life of a police officer on duty.
Code Compliance
' Code Compliance Officer Wiltz reported on the Planning
Association of Washington Conference he had attended in
Kennewick. He said a great amount of the meeting addressed State
House Bill 2929, Growth Management. He also reported on the
Initiative 547, which could directly affect the city and the
county.
