REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR RICHARD MCGRAW PRESIDING
OCTOBER 1, 1990
6:30 P.M.
(This meeting was recorded and will be retained at City Hall for
a period of six years from the date of the meeting.)
Councilmembers Present: Councilmember McArthur, Councilmember
Hendricks, Councilmember Collings, Councilmember Cassel and
Councilmember McKee, Mayor McGraw.
Staff Present: Gini Oestreich, Charles Zimmerman, John Flinner,
Bob Goodman.
CONSIDERATION OF MINUTES: Regular Session, September 17, 1990.
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember Cassel to approve the minutes as read.
The motion carried, 5-0. I
CONSIDERATION OF BILLS
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, October 1, 1990, the Council does approve for
payment voucher numbers 11065 through 11097, and voucher numbers
3131 and 3132, plus 3143 through 3149, in the amount of
$146,167.18.
Payroll vouchers for the month of September will be certified at
the October 15 Council meeting.
Councilmember McArthur questioned a voucher to the Chamber of
Commerce in the amount of $404.24. Mayor McGraw said this bill
was for the Chamber's participation in the hospitality suite at
the AWC Conference in June. Councilmember Cassel asked if the
amount was part of the contract with the Chamber. Mayor McGraw
said the amount had been approved by consensus of Council to be
paid out of the Stadium Funds.
Council Action:
A motion was made by Councilmember McArthur
to
approve the bills
with the exception of the Chamber of Commerce
'
item. After
discussion, Councilmember McArthur withdrew
her
exception. A
motion was made by Councilmember McKee, second
by
Councilmember
Cassel to approve the bills as presented subject
to
proper audit.
The motion carried, 4-1 (McArthur).

DEPARTMENT REPORTS
Police Department
Police Chief Flinner reviewed the Police Department's monthly
report for September. He said the department's new officer would
be introduced at the November 1 meeting. This officer would be
replacing Bruce Nash, who was being assigned to the Task Force.
At a request from Councilmember Cassel regarding driver training
for immigrant workers, Chief Flinner said he would talk to the
sheriff of Grant County and report the results to Council.
Finance Department
City Clerk/Treasurer Oestreich said that Deputy City Clerk Dannie
Kinzel had said she would be resigning December 31, 1990. She
advised Council she would begin the replacement process
immediately, for ample time to cross train and help with budget.
Ms. Oestreich said in the interest of fairness, the selection
' would include an interview process with an oral board of other
city clerks and then she would make final selection from the top
three candidates.
Street Maintenance
Superintendent Goodman reported the Rock Island Road project was
only a couple of days behind schedule; sidewalks were being
poured, and the project was moving along quite well.
At the request of Councilmember McKee, to assess placing poles
for banners on Grant Road, Mr. Goodman said he would determine
placement and cost, to include the work at the time the other
construction was being done.
COUNCIL REPORTS AND UPDATES
Councilmember Cassel announced the Public Transportation Benefit
Area issue on the ballot had passed, however, just barely in
Douglas County. He said he would keep Council informed of future
happenings.
MAYOR'S REPORT
Mayor McGraw reviewed the schedule for the Washington State
' University students working on a design studio for a model of
city hall.
