(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) Councilmembers Present: Councilmember McArthur, Councilmember Hendricks, Councilmember Collings, Councilmember Cassel and Councilmember McKee. Mayor McGraw was excused as absent. Staff Present: Gini Oestreich, Charles Zimmerman, Nick Wiltz, John Flinner, Bruce Nash, Bob Goodman. CONSIDERATION OF MINUTES: Regular Session, September 4, 1990. Council Action: A motion was made by Councilmember Hendricks, ' second by Councilmember McArthur to approve the minutes as read. The motion carried, 5-0. CONSIDERATION OF BILLS Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, September 17, 1990, the Council does approve for payment voucher numbers 11027 through 11064, and voucher numbers 3133 through 3142, in the amount of $25,879.42. There were no payroll vouchers. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Cassel to approve the bills as presented subject to proper audit. The motion carried, 5-0. DEPARTMENT REPORTS Police Department Police Chief Flinner reported on the Tenth Street speed limit. ' He said he had determined the speed limit should remain at 25 miles per hour, due to the different streets entering onto Tenth, the Church parking lot, and the amount of pedestrian traffic. He said when he entered from the county to the city limits he only had to brake twice to reduce his speed to the posted limit from the county's 35 miles per hour. Attorney Zimmerman noted the format of the proposed ordinance had been revised for codification; there were no other changes. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Cassel to approve the ordinance. The motion carried, 5-0. ORDINANCE NO. 90-13 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, ESTABLISHING A PAYROLL WARRANT ISSUANCE PROCEDURE, SETTING PAYROLL DATES, AND SETTING AN EFFECTIVE DATE. COUNCIL REPORTS AND UPDATES Councilmember Collings said she had been appointed to the executive board of the Wenatchee Area Visitor and Convention Bureau. Ms. Collings said she would be reviewing the financial statements, and realizing the organization asks for city funding, she did not want a conflict of interest. It was agreed at the time monetary requests from the organization were being voted on, Ms. Collings should excuse herself from voting. MAYOR'S REPORT Mayor Pro Tem McKee asked council to decide on a date of October 26 and 27 for a council retreat. He suggested a Friday evening social and a full working Saturday. Council agreed by consensus and City Clerk Oestreich will make the arrangements. EXECUTIVE SESSION - Convened: 6:54 p.m. Reconvened: 7:04 p.m. Council tabled a request for additional staff until October 1, for City Clerk Oestreich to supply council with a job ' description, and budget impacts, for additional staffing in the Finance Department.
