(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) Councilmembers Present: Councilmember McArthur, Councilmember Hendricks, Councilmember Collings. Council excused Councilmember Cassel and Councilmember McKee as absent. Staff Present: Gini Oestreich, Charles Zimmerman, Nick Wiltz, John Flinner, Bruce Nash, Randy Harrison, Elizabeth Blevins, Bob Goodman. PROCLAMATION Mayor McGraw proclaimed the week of September 10, 1990 as D.A.R.E , (Drug Abuse Resistance Education) Week, read a proclamation and presented it to Police Officer Bruce Nash. CONSIDERATION OF MINUTES: Regular Session, August 20, 1990. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McArthur to approve the minutes as read. The motion carried, 3-0. CONSIDERATION OF BILLS Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, September 4, 1990, the Council does approve for payment voucher numbers 11580 through 11600, numbers 11001 through 11025, and voucher numbers 3121 through 3130, in the amount of $17,435.48. Council does approve payroll voucher numbers 10038 through 10078 in the total amount of $54,258.53 paid August 31, 1990 for the month of August, 1990. Payroll voucher number 10042 voided. ' Council Action: A motion was made by Councilmember McArthur, second by Councilmember Collings to approve the bills as presented subject to proper audit. The motion carried, 3-0. - 1 - A Xfu DEPARTMENT REPORTS Police Department Police Chief Flinner said the D.A.R.E vehicle was being equipped and he would have it at the next council meeting for Council to view. At the request of Mayor McGraw, Chief Flinner said he would investigate the speed limit on 10th Street. Code Enforcement Code Compliance Officer Wiltz reported the Am/Pm Mini -Mart construction had begun at Grant Road and Valley Mall Parkway. Mr Wiltz added a sub sandwich shop would be located in the Columbia Center and a pizza restaurant on the corner next to Bi-Mart. ' Street Maintenance Superintendent Goodman gave a report on the progress of the Rock Island Road project. Council agreed to Mr. Goodman's request to attend a Road and Street Maintenance conference in Spokane in October. 90-8-2 An ordinance amending the City of East Wenatchee Uniform Building Code Ordinance No. 90-9 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON ADOPTING BY REFERENCE THE 1988 STANDARDS, THE UNIFORM FIRE CODE AND STANDARDS, THE UNIFORM MECHANICAL CODE, THE UNIFORM SIGN CODE, THE UNIFORM PLUMBING CODE, AND THE UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDINGS; AMENDING APPEAL AND PENALTY PROVISIONS RELATING TO SAID CODES AND THE STATE ENERGY CODE; AMENDING SECTIONS OF ' ORDINANCE 332 THROUGH 390 AND THE EAST WENATCHEE MUNICIPAL CODE; CONTAINING A SEVERABILITY CLAUSE; AND ESTABLISHING AN EFFECTIVE DATE. Council Action: A motion was made by Councilmember McArthur, second by Councilmember Collings to approve the ordinance.
