REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR RICHARD MCGRAW PRESIDING
AUGUST 6, 1990
6:30 P.M.
(This meeting was recorded and will be retained at City Hall for
a period of six years from the date of the meeting.)
Councilmembers Present: Councilmember McArthur, Councilmember
Hendricks, Councilmember Cassel, Councilmember Collings.
Councilmember McKee was excused as absent.
Staff Present: Gini Oestreich, Charles Zimmerman, Nick Wiltz,
John Flinner, Bob Goodman, Elizabeth Blevins, Randy Harrison,
Randi Morrell, Chet Virnig.
CONSIDERATION OF HINUTES: Regular Session, July 16, 1990.
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember Cassel to approve the minutes as read.
The motion carried, 4-0.
CONSIDERATION OF BILLS
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, August 6, 1990, the Council does approve for
payment voucher numbers 11000 and 11501 through 11538, and
voucher numbers 3103 through 3113, in the amount of $32,023.50.
Council does approve payroll voucher numbers 10002 through 10037,
in the total amount of $53,107.19 paid August 2, 1990 for the
month of July, 1990. (Payroll voucher #10001 voided.)
Council Action: A motion was made by Councilmember Cassel,
second by Councilmember Hendricks to approve the bills as
presented subject to proper audit. The motion carried, 4-0.

DEPARTMENT REPORTS
Police Department
Police Chief Flinner had no formal report, however did note the
department had responded to 761 calls during the month of July.
Code Enforcement
Code Compliance Officer Wiltz said the AM -PM Mini Mart at the
corner of Valley Mall Parkway and Grant Road would begin
construction very shortly.
Mr. Wiltz introduced Elizabeth Blevins to the Council. Ms.
Blevins has been employed as an assistant in the Code Compliance
office on a part time basis.
Street/Haintenance Department
Maintenance Supervisor Goodman received a consensus from the
' Council to trade in the 1962 street flusher toward the new
flusher arriving next week, or sell it as surplus equipment.
Mr. Goodman said the P.U.D. had finished installing the new
street lights in the annexed areas.
PUBLIC HEARING
90-7-3 The second public hearing relating to changing the names
of Rock Island Road to Valley Hall Parkway South and
Highline to Eastmont South within the city limits
Mayor McGraw said some of the property owners had requested a
name change to carry Valley Mall Parkway through to the south
city limits. He said the same was true of Highline, the names
should continue through to the city limits.
Councilmember McArthur submitted a survey to Council. Ms.
McArthur said she had talked to all property owners and
businesses in the area and the results were about sixty percent
against. She added that Jerry Litt, Douglas County Planner, had
informed her the county had no problem with the name change,
however, felt the timing was wrong. The county would prefer
waiting until their application for extending fourth street is
approved.
' Mayor McGraw opened the public hearing at 6:50 p.m.
Ms. Debbie Feist, representing Allstate Insurance, spoke in favor
of the name change.

Mayor McGraw said there was one opening on the Board of
Adjustment and hopefully someone from the new area might be
interested.
