(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) Councilmembers Present: Councilmember Collings, Councilmember McArthur, Councilmember Hendricks, Councilmember Cassel, Councilmember McKee. Staff Present: Gini Oestreich, Charles Zimmerman, Nick Wiltz, John Harrison, Randy Webley, Bruce Nash, Randy Morrell, Jim Ashenbrenner. CONSIDERATION OF MINUTES: Regular Session, May 7, 1990. Council Action: A motion was made by Councilmember McArthur, second by Councilmember Hendricks to approve the minutes as read. The motion carried, 5-0. CONSIDERATION OF BILLS Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, May 21, 1990, the Council does approve for payment voucher numbers 10735 through 10807, and voucher numbers 3029 through 3040, in the amount of $67,885.41. Council Action: A motion was second by Councilmember McKee The motion carried, 5-0. DEPARTMENT REPORTS Police Department made by Councilmember Hendricks, to approve the bills as presented. ' Sergeant Harrison introduced James Ashenbrenner, the new officer in the Police Department. The area where the horses will be kept shall be completely enclosed by a fence. 4. No shelter, barn, or other structure associated with the keeping of horses shall be located within 100 feet of any residence other than the residence of the owner. Mayor McGraw opened the public hearing at 6:45 p.m. Mr. Bruce Nash, 909 Gale, an East Wenatchee resident, spoke in favor of the ordinance. Mr. Nash said the agricultural history of the area should include this opportunity for the residents if they wish to keep horses. Mayor McGraw closed the public hearing at 6:46 p.m. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McArthur to pass first reading of the ordinance. The motion carried unanimously, 5-0. ORDINANCE 90-5-2 Second reading of an ordinance prohibiting loitering for the purposes of drug related activity Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Cassel to approve second reading of the ordinance. The motion carried unanimously, 5-0. ORDINANCE NO. 90-5 AN ORDINANCE of the City of East Wenatchee, Washington, adding a new Section 9.36.040 to the East Wenatchee Code prohibiting loitering for the purpose of engaging in drug related activity; enumerating circumstances which may be considered as manifesting such purposes; declaring such conduct to be a misdemeanor; containing a severability clause and setting an effective date.
