EAST WENATCHEE, DOUGLAS COUNTY, WASHINGTON
REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR MCGRAW PRESIDING
April 2, 1990
6:30 P.M.
(This meeting was recorded and will be retained at City Hall for
a period of six years from the date of the meeting.)
Councilmembers Present: Councilmember Collings, Councilmember
McArthur, Councilmember Hendricks, Councilmember Cassel,
Councilmember McKee, Mayor McGraw.
Staff Present: Bruce Nash, Gini Oestreich, John Flinner, Charles
Zimmerman, Nick Wiltz, Bob Goodman, Randy Webley.
CONSIDERATION OF MINUTES: Regular Session, March 19, 1990.
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember McKee to approve the minutes as read.
The motion carried, 5-0. ,
CONSIDERATION OF BILLS
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, April 2, 1990, the Council does approve for
payment voucher numbers 10562 through 10605, and voucher numbers
2989 through 2998, in the amount of $28,174.11.
Council Action: A motion was made by Councilmember McKee, second
by Councilmember Hendricks to approve the bills as presented.
The motion carried, 5-0.
DEPARTMENT REPORTS
Police Department
Police Chief Flinner said the monthly report had been submitted
with the agenda packets to Council. He reported the newly
annexed areas were being given the level of service as promised. '
The amount of overtime was due to policing the areas until a new
officer was hired. Chief Flinner said the testing for the new
officer should begin approximately April 21. He added speed
limits in the area were being observed and the signs were still
being flagged.

Code Compliance
Code Compliance Officer Wiltz said plans for an AM/PM Mini Mart
had been submitted. Mr. Wiltz said the location would be at the
corner of Valley Mall Parkway and Grant Road. He added property
dedications were being reviewed at the present time.
Mr. Wiltz said the Planning Commission had met with Bob Burke,
Planning Consultant for the City. He said Mr. Burke would be
giving directions on updating of zoning, such as creating more
districts and different levels of zoning. Mr. Wiltz added the
Board of Adjustment's next meeting was scheduled for April 4, and
any inquiries regarding changes were being delayed until the plan
changes were adopted.
Maintenance Department
Superintendent Goodman said regarding street lighting in the new
annexed areas, the PUD had nineteen lights available and would
order the balance. Mr. Goodman said the PUD engineering and
estimate would take approximately two weeks and he would keep
Council updated on the process.
Mr. Goodman informed Council the irrigation line at the end of
Simon Street had been dug up by a contractor and the problem was
being resolved.
CONSENT AGENDA
90-4-1 Setting April 16, 1990 as the date for a public hearing
regarding the State Environmental Protection Act (SEPA)
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember Cassel to approve the Consent Agenda as
presented. The motion carried, 5-0.
BUDGET CONSIDERATION AND REQUEST
90-4-2 Upgrade and update of the computer in the Police
Department
Police Chief Flinner said the department had formed a committee
to assess and study the needs of the department's computer.
Bruce Nash, an officer on the committee, reviewed the
department's problems with the present computer. He said it was
not fast enough, the system had crashed on more than one
occasion, and it did not have adequate storage.
