(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) Councilmembers Present: Councilmember Collings, Councilmember McArthur, Councilmember Hendricks, Councilmember Cassel, Councilmember McKee, Mayor McGraw. Staff Present: Bruce Nash, Gini Oestreich, John Flinner, Charles Zimmerman, Nick Wiltz, Bob Goodman. CONSIDERATION OF MINUTES: Regular Session, March 5, 1990. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Cassel to approve the minutes as read. The motion carried, 5-0. I CONSIDERATION OF BILLS Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, March 19, 1990, the Council does approve for payment voucher numbers 10490 through 10561, and voucher numbers 2970 through 2988, in the amount of $64,536.83. Council Action: A motion was made by Councilmember McKee, second by Councilmember Cassel to approve the bills as presented. The motion carried, 5-0. DEPARTMENT REPORTS Police Department Police Chief Flinner said the agreement for the vehicles being leased by the department was ready. Chief Flinner said he would take total responsibility for delivery of the agreement and acceptance of the vehicles, and asked Mayor McGraw to sign the lease agreements. Mayor McGraw agreed. I Chief Flinner said the County indicated to him that the thirty-five miles per hour speed limit on Eastmont had presented no problems in the past. He added there had been few complaints and people were being informed of the speed changes. Code Compliance Code Compliance Officer Wiltz said Bob Burke, Planning Consultant was working with the Planning Commission to update the City of East Wenatchee Comprehensive Plan. He added a workshop meeting was scheduled for March 26. Maintenance Department Superintendent Goodman said the hiring of a Maintenance Worker I had begun;, resumes would be submitted to the City Clerk's office until April 15 and an employee should be hired by May 1st. Mr. Goodman added the street limit and speed limit signs were now in place and would be flagged. ICONSENT AGENDA 90-3-5 Setting April 16, 1990 as the date for TOP Foods Latecomers Agreement appeals hearing Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Cassel to approve the Consent Agenda as presented. The motion carried, 5-0. BUDGET CONSIDERATION AND REQUEST 90-3-6 A request for street light funding Superintendent Goodman said his department had been working on street lighting inventory. He reviewed the locations for the new street lights on the City map. He added the locations of the new lights had been given to the PUD and they were working on a cost estimate based on a formula the PUD uses. Mr. Goodman said in the past the cost had been approximately $250 per light and five dollars a month to keep them lit. This would give Council more time to review it. Mayor McGraw added this would not prevent passing an ordinance on the first night if it needed to be done due to timeliness. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Cassel to approve the resolution allowing for first and second readings of an ordinance. The motion carried, 5-0.
