REGULAR SESSION OF THE CITY COUNCIL CONVENED

(This meeting was recorded and will be retained at City Hall for
a period of six years from the date of the meeting.)
Councilmembers Present: Councilmember Collings, Councilmember
McArthur, Councilmember Hendricks, Councilmember Cassel,
Councilmember McKee, Mayor McGraw.
Staff Present: Bruce Nash, Gini Oestreich, John Flinner, Charles
Zimmerman, Nick Wiltz, Bob Goodman, Karen Wiggum.
CONSIDERATION OF MINUTES: Regular Session, February 20, 1990.
Council Action: A motion was made by Councilmember McArthur,
' second by Councilmember Hendricks to approve the minutes as read.
The motion carried, 5-0.
CONSIDERATION OF BILLS
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, March 5, 1990, the Council does approve for
payment voucher numbers 10442 through 10489, and voucher numbers
2961 through 2969, in the amount of $28,936.68.
Council Action: A motion was made by Councilmember McKee, second
by Councilmember Hendricks to approve the bills as presented.
The motion carried, 5-0.
DEPARTMENT REPORTS
Police Department
Police Chief Flinner gave a report for February noting there had
been forty-five arrests; a portion of stolen property had been
recovered; and there had been two DARE class graduations. He
added the Civil Service Commission appointments were proceeding
and when completed a new officer will be hired.

Councilmember Cassel said it seemed that thirty-five miles per
hour was excessive for Eastmont. Chief Flinner said at the
present time the speed limit was thirty-five in the county and
twenty-five in the city and the ordinance would make the speed
limits the same as the county. He said these speed limits could
be changed later if necessary.
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember McKee to approve the ordinance as
presented. The motion carried, 5-0.
ORDINANCE NO. 90-4
AN ORDINANCE of the City of East Wenatchee,
Washington, repealing City Ordinances No. 3,
270, 363 and 372, and Sections 10.32.010,
10.32.020, and 10.32,030 of the East Wenatchee
Municipal Code, and establishing new sections
in Chapter 10.2 of the East Wenatchee
Municipal Code relating to speed limits in the
City, approving this title as a summary of
this ordinance and setting an effective date.
PUBLIC HEARING
90-3-3 A public hearing relating to TCI Cablevision of
Washington, Inc. and their franchise with the City of
East Wenatchee
City Attorney Wiggum explained that Cablevision of Washington,
Inc. wished to speak to the Council regarding its' franchise with
the City of East Wenatchee and ask for public input. Ms. Wiggum
said the franchise terminates in July of 1992 and according to
the Federal Cable Communications Policy Act of 1984, it is
required for the franchisee to address the performance of its'
quality, signals, billing practices and compliance with the
agreement, including community needs and interest. This is done
with a public hearing, then a date for submission of renewal is
set after the hearing.
Mayor McGraw opened the public hearing at 7:06 p.m.
' Mr. Bob Lam, manager of TCI Cablevision, reviewed the history of
TCI in East Wenatchee. He said many good things had been
accomplished and based on the Federal Cable Communication
regulations, it was now time to initiate either renewing the
franchise or considering a new agreement. Mr. Lam added that TCI
encouraged competition and recognized that companies such as GTE
were restricted in what they could accomplish.

the brochures. The motion carried, 5-0.
