HomeMy WebLinkAbout1/16/1990 - City Council - City Council Meeting Minutes' EAST WENATCHEE, DOUGLAS COUNTY, WASHINGTON REGULAR SESSION OF THE CITY COUNCIL CONVENED MAYOR HCGRAW PRESIDING January 16, 1990 6:30 p.m. (This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) Councilmembers Present: Councilmember Collings, Councilmember McArthur, Councilmember Hendricks, Councilmember Cassel, Councilmember McKee, Mayor McGraw. Staff Present: Bruce Nash, John Harrison, Gini Oestreich, Bob Goodman, Nick Wiltz, Charles Zimmerman. CONSIDERATION OF MINUTES Regular Session, January 2, 1990. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Collings to approve the minutes as read. The motion carried unanimously, 5-0. ' CONSIDERATION OF BILLS Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, January 16, 1990, the Council does approve for payment those vouchers included in this list. Council Action: A motion was made by Councilmember Collings, second by Councilmember McKee, to approve the bills as presented. The motion carried unanimously, 5-0. DEPARTMENT REPORTS Planning Department Code Compliance Officer Nick Wiltz announced the planning workshop to be held on January 29, 1990 at 6,30 p.m. He added the workshop would include the Board of Adjustment, Planning Commission and City Council. In response to a question from Councilmember McArthur regarding length of term of office in the RCW, Mr. Zimmerman said RCW 41.12, which establishes a Civil Service Commission, had not changed, however the city can elect to do different things, such as reducing the term of office. He added if officers on Commissions such as this, do a good job in a two year time, the Mayor can ask them to continue on the Commission. Councilmember McArthur said she had talked to all but one of the ' present Civil Service Commissioners and they told her they were not aware of the proposed ordinance or the changes. Council Action: A motion was made by Councilmember McKee, second by Councilmember Cassel, to approve the ordinance. The motion carried, 4-1 (McArthur). 181M04:.1Z10M:143WB= AN ORDINANCE of the City of East Wenatchee, Washington, adopting by reference the provisions of RCW Chapter 41.12, amending Section 3.12.010 of the East WEnatchee Municipal Code, establishing the Civil Service Commission, providing for appointment to positions, creating terms of office, providing a removal procedure, terminating the terms of the seated Civil Service Commissioners, and establishing an effective date. CITIZEN COMMENTS Mr. Jay Robbins, publisher of the Douglas County Empire Press, said 233 Ninth Street was the address rented for the newspaper's local office.
