(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) Councilmembers Present: Councilmember Hendricks, Councilmember Collings, Councilmember McArthur, Councilmember McKee, Mayor McGraw. Councilmember Cassel arrived at 7:44 p.m. Staff Present: Gini Oestreich, Gil Sparks, Charles Zimmerman, Bob Goodman, Ray Yarnell, Bruce Nash, Lenny Breckenridge, Nick Wiltz, Darin Bender, Jerry Litt, Doug Chase. CONSIDERATION OF MINUTES: Regular Session,. December 2, 1991. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McArthur to approve the minutes as read. The motion carried, 4-0. CONSIDERATION OF BILLS Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, December 16, 1991, the Council does approve for payment voucher numbers 12319 through 12360 in the amount of $22,330.49. Council does approve payroll voucher numbers 10707 through 10751 in the total amount of $73,842.26, paid December 5, 1991 for the month of November, 1991. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McKee to approve the bills as presented subject to proper audit. The motion carried, 4-0. DEPARTMENT REPORTS Police Department Police Chief Flinner said he was an advisor on the Trail Regulatory Task Force. He said the tasks force goal was to communicate in a positive way on the Loop, work with management and result in minimal user conflict. Chief Flinner said safety, ' signage, enforcement and protection of the area were main goals. Council agreed by consensus to the appointment of Chief Flinner and Street Superintendent Robert Goodman to the task force to represent the City of East Wenatchee. _ 1 _ 1E5 CITY OF EAST WENATCHEE COUNCIL MINUTES DECEMBER 16. 1991 street Maintenance Superintendent Goodman said he had met with Ken Hamm, manager of LINK transit system. He displayed a city map with the locations of the designated bus stops. Councilmember Cassel arrived at 7:44 p.m. Mr. Goodman said Ed Lonighren, Washington State Department of Transportation would begin the traffic study on Fifth and Sixth Streets and Valley Mall Parkway. He added the traffic lights had an average life expectancy of fifteen years and it was time to update the signals. City Planner Jerry Litt, City Planner, gave an extensive report on the work his department had been doing for the city. Some of the items included permits, subdivision designs, rezones, site designs, education, community development, coordination with city management and in particular learning the code. Mr. Litt said he felt very positive about the relationship with city staff at this time. Some of the areas that needed to be addressed were ' coordination with the city's engineer, working with attorneys and the Code Compliance office. Mr. Litt said his department was spending considerably more time on city projects than had been earlier anticipated, however, there would be no increase in the monthly contract with the county for 1992. He anticipated the regional planning council would continue to do a large part of the planning for the cities within the county jurisdiction. Trail Grant Update Jennifer Olsen, Douglas County, reported to Council on the grant application for the trail. She said the results were the city had come in number twenty-one relating to development, the cutoff number was sixteen. Regarding the interpretive, the cutoff was six and East Wenatchee came in number seven. If any of the six withdrew, in the interpretive area, this would move East Wenatchee up one point. Ms. Olsen said the items gained from the application, such as the plan phases, site plans and drawings, could be used in any future applications. Although the city did not receive the grant, good things did come out of the process and she believed it should be pursued in the future. Council agreed by consensus to have Ms. ' Olsen continue in this direction in the future for the city. The motion carried, 4-1 (Hendricks). ORDINANCE NO. 91-15 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, AMENDING ORDINANCE NO. 90-15 AND FIXING AND CONFIRMING THE SALARIES AND COMPENSATION TO BE PAID TO CERTAIN OFFICIALS AND EMPLOYEES OF THE CITY OF EAST WENATCHEE DURING THE YEAR 1992. 91-12-04 An ordinance setting the fees for animal control within the City of East Wenatchee Councilmember Cassel asked if these fees were part of the amount allocated in the budget for animal control and said Chelan County ' and Wenatchee were not giving the requested amount at this time. Councilmember McArthur said she had attended the Wenatchee Humane Society board meeting and although services would not be cut, some of the boundaries of control would be, however East Wenatchee would not be one of these entities. Council Action: A motion was made by Councilmember Collings, second by Councilmember Hendricks to approve the ordinance setting animal control fees within the City of East Wenatchee. The motion carried, 5-0. ORDINANCE NO. 91-16 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, AMENDING THE ANIMAL CONTROL LICENSING FEES LISTED IN EAST WENATHCEE MUNICIPAL CODE SECTION 6.04.170 AND SETTING AND EFFECTIVE DATE. RESOLUTION 91-12-06 A resolution adopting the 1992 interlocal agreement with Douglas County for Solid Waste Clerk Oestreich said the 1991 resolution had been approved a couple of months ago. This would allow for 1992's agreement and ' there was no increase in fees at this time. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McKee to approve the resolution adopting the 1992 interlocal agreement with Douglas County for solid waste.
