CITY OF EAST WENATCHEE, WASHINGTON
REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR RICHARD MCGRAW PRESIDING
SEPTEMBER 3, 1991
6:30 P.M.
(This meeting was recorded and will be retained at City Hall for
a period of six years from the date of the meeting.)
Councilmembers Present: Councilmember Collings, Councilmember
McArthur, Councilmember Hendricks, Councilmember McKee, Mayor
McGraw. Councilmember Cassel arrived at 6:40 p.m.
Staff Present: Gini Oestreich, Nick Wiltz, Gil Sparks, Charles
Zimmerman, Randy Harrison, Ray Yarnell.
CONSIDERATION OF MINUTES: Regular Session, August 19, 1991.
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember Collings to approve the minutes as read.
The motion carried, 4-0.
' CONSIDERATION OF BILLS
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, September 3, 1991, the Council does approve for
payment voucher numbers 12052 through 12077 in the amount of
$21,890.63.
Council Action: A motion was made by Councilmember McKee, second
by Councilmember Collings to approve the bills as submitted
subject to proper audit. The motion carried, 4-0.
DEPARTMENT REPORTS
Finance Department
Clerk/Treasurer Oestreich reported that the Drug Petty Cash
Revolving Fund would be closed, since it was not being used.
This was at the request of the auditor.
Ms. Oestreich asked Council for their opinion of the proposed
Travel Policy and Procedure. Council agreed the policy was
appropriate, however asked that exceptions to the daily meal
allowance be changed to allow for overages when necessary.
Oestreich said the change would be made and the resolution to put
the policy into effect would be presented at the next council
meeting.

ORDINANCE NO. 91-7
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON
AMENDING SECTIONS THE OFFICIAL ZONING MAP OF THE CITY TO
CHANGE THE ZONING DESIGNATION ON CERTAIN REAL PROPERTY
LOCATED BETWEEN EASTMONT AVENUE AND THE WENATCHEE
IRRIGATION DISTRICT CANAL WITHIN THE CITY FROM "R-1 -
RESIDENTIAL DISTRICT" TO "R-Mp RESIDENTIAL DISTRICT WITH
A SITE PLAN APPROVAL REQUIREMENT AND SETTING AN
EFFECTIVE DATE.
91-09-01 First reading of an ordinance setting the speed
limit on French Avenue
Mayor McGraw read first reading.
Council Action: A motion was made by Councilmember Cassel,
second by Councilmember Collings to waive second reading. The
motion carried 5-0. A motion was made by Councilmember Cassel,
second by Councilmember Collings to approve the ordinance as
presented. The motion carried, 5-0.
ORDINANCE NO. 91-8
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON
ADDING A NEW SECTION 10.32.055 DECREASING THE SPEED
LIMIT ON FRENCH AVENUE AND SETTING AN EFFECTIVE DATE.
CITIZEN COMMENTS
Brian Taylor, East Wenatchee, asked Council how the amount of
$15,000 the Council had approved for the WATS study had been
determined. Mayor McGraw said the total amount was $141,872.25.
The city's share was a per capita amount.
COUNCIL REPORTS AND UPDATES
Councilmember Cassel gave an update on the Public Transportation
Benefit Area bus system. He said it on line and running before
Christmas.
The Council agreed to a contract with Douglas County District
Court to hire Hector Rosa as bailiff/interpreter and pay one half
of the his salary and benefits in the amount of $832 per month.
The Council authorized the Mayor to sign the agreement.
