HomeMy WebLinkAbout8/19/1991 - City Council - City Council Meeting MinutesCITY OF EAST WENATCHEE, WASHINGTON ' REGULAR SESSION OF THE CITY COUNCIL CONVENED MAYOR PRO TEM TERY MCKEE PRESIDING AUGUST 19, 1991 6:30 P.M. (This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) Councilmembers Present: Councilmember Collings, Councilmember McArthur, Councilmember Hendricks, Mayor Pro Tem McKee presiding. Mayor McGraw excused as absent. Councilmember Cassel arrived at 6:35 P.M. Staff Present: Gini Oestreich, Bob Goodman, Nick Wiltz, John Flinner, Gil Sparks, Charles Zimmerman. CONSIDERATION OF HINUTES: Regular Session, August 5, 1991. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Collings to approve the minutes as read. The motion carried, 5-0. CONSIDERATION OF BILLS ' Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, August 19, 1991, the Council does approve for payment voucher numbers 11963 and 12007 through 12051 in the amount of $35,510.14. Voucher number 12029 voided. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Cassel to approve the bills as submitted subject to proper audit. The motion carried, 5-0. [0a2.1'IV i.l3:&MJ30il:1&1 Street Maintenance Superintendent Goodman suggested that the Grant Road illumination bid not be accepted. He said a single bid had been submitted and it was over ten percent of the engineer's recommendation. Mr. Goodman said negotiating the single bid was not advisable and he would like to start the bid process over. Council Action: A motion was made by Councilmember Hendricks, , second by Councilmember McArthur to do a new bid process for the Grant Road illumination system. The motion carried, 5-0. - 1 - A .53 ORDINANCE 91-08-01 Second reading of an ordinance amending the City of East Wenatchee's present parking ordinance Mayor Pro Tem McKee read second reading. He noted the snow removal section had been revised for easier interpretation. Council Action: A motion was made by Councilmember Cassel, second by Councilmember Collings to approve second reading of the ordinance. The motion carried, 5-0. ORDINANCE NO. 91-6 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON AMENDING SECTIONS 10.08.010, 10.08.020, 10.08.030A, 10.08.080, 10.08.130A, AND 10.08.160, REPEALING SECTION 10.08.050, AND ADDING NEW SECTION 10.08.155, AMENDING THE CITY'S PARKING ORDINANCE AND SETTING AN EFFECTIVE DATE. 91-08-04 First reading of an ordinance changing the zoning on the Stephen's application from R-L (Single Family) to R-M(P) (Residential -Multiple) Mayor Pro Tem McKee read first reading. CONSIDERATION 91-08-05 An interlocal agreement and budget with the Columbia River Task Force Chief Flinner reviewed the agreement and budget for Council. He said if funding eventually became unavailable, the Task Force should be self-sustaining. Council Action: A motion was made by Councilmember Collings, second by Councilmember Hendricks to approve the contract and the resolution to set it into action for 1991 and 1992. The motion carried, 5-0.
