(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) Councilmembers Present: Councilmember Collings, Councilmember McArthur, Councilmember Hendricks, Councilmember Cassel, Mayor McGraw. Councilmember McKee excused as absent. Staff Present: Gini Oestreich, Marcia Redick, Bob Goodman, Nick Wiltz, John Flinner, Gil Sparks, Charles Zimmerman. CONSIDERATION OF MINUTES: Regular Session, August 5, 1991. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Collings to approve the minutes as read. The motion carried, 4-0. CONSIDERATION OF BILLS Vouchers audited and certified by the auditing officer as ' required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, August 5, 1991, the Council does approve for payment voucher numbers 11964 through 12006 in the amount of $18,184.80. Council approves payroll voucher numbers 10537 through 10577, in the total amount of $64,096.24, paid August 5, 1991 for the month of July, 1991. Payroll voucher numbers 10534, 10535, 10536 and 10558 voided. Council Action: A motion was made by Councilmember Cassel, second by Councilmember McArthur to approve the bills as submitted subject to proper audit. The motion carried, 4-0. r"3212i,10f 4M3J011:L" Finance Department Clerk/Treasurer Oestreich thanked the City Council for the opportunity to attend the University of Washington to complete her first week toward certification as Municipal Clerk. ' Ms. Oestreich gave a status report on the Police Department modular. She said a designed plan has been completed; Chief Flinner explained the plan to Council. The next step is to prepare the bid package and the notice of bid publication. Ms. Oestreich said this should be ready by September 1. Council approved the bid process by consensus. - 1 - 149 ICode Compliance Code Compliance Officer Wiltz introduced Marcia Redick, the department's new clerical assistant. He also introduced John Shambaugh and Douglas Chase, from the Douglas County Planning Department. Mr. Wiltz then showed a video film to the Council on the impacts and plans of the Growth Management Act as related to Douglas County. Street Maintenance Superintendent Goodman said the Grant Road illumination was ready to go to bid. Council agreed by consensus to Mr. Goodman's request to begin paving several of the city streets. City Planners John Shambaugh, Douglas County Planner, who will be working for the city under the contract with the county, said he was looking forward to working with, and beginning good communication with the city. ORDINANCE 91-08-01 First reading of an ordinance amending the City of East Wenatchee's present parking ordinance Mayor McGraw read first reading. Councilmember Cassel said the terminology on the snow removal section was very hard to understand and requested it be clarified before second reading. Council agreed by consensus. RECOMMENDATION 91-08-02 Approval of James W. Stephens application for a rezone Code Compliance Officer Wiltz said approval of the application for the rezone had been recommended by the Planning Commission. The rezone will change a smaller area than the first application from R-L (Residential Single) to R-M (P) (Residential Multiple with a Planned Unit Development). Mr. Wiltz said all the requirements had been met to date. ' ,The city attorney's will prepare the zoning change ordinance for first reading at the August 19th council meeting. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Collings to approve the application for the rezone as recommended by the Planning Commission. He said the committee would like to install a promotion sign that would show a thermometer and the portion of the goal's that had been met. Mr. Johnson requested two hundred dollars from Council for the city's share of the sign. Council Action: A motion was made by Councilmember Cassel, second by Councilmember McArthur to approve the request for funding the sign in the form of a letter from the coalition.
