REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR PRO TEM TERY MCKEE PRESIDING
July 15, 1991

(This meeting was recorded and will be retained at City Hall for
a period of six years from the date of the meeting.)
Councilmembers Present: Councilmember Collings, Councilmember
McArthur, Councilmember Hendricks, Councilmember Cassel, Mayor
Pro Tem McKee. Mayor McGraw absent.
Staff Present: Gini Oestreich, Bob Goodman, Nick Wiltz, John
Flinner, Gil Sparks, Charles Zimmerman.
CONSIDERATION OF MINUTES: Regular Session, July 1, 1991.
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember Collings to approve the minutes as read.
The motion carried, 5-0.
' CONSIDERATION OF BILLS
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, July 15, 1991, the Council does approve for
payment voucher numbers 11904 through 11962 in the amount of
$49,112.79. Voucher numbers 11906, 11917 and 11928 voided.
Voucher number 11903, replaces 11849 as a lost voucher.
Council does approve payroll voucher numbers 10487 through 10532,
in the total amount of $65,414.94, paid July 3, 1991 for the
month of June, 1991. Payroll voucher numbers 10492, 10497, 10510
and 10525 voided.
Council Action: A motion was made by Councilmember Cassel,
second by Councilmember Hendricks to approve the bills as
submitted subject to proper audit. The motion carried, 5-0.
DEPARTMENT REPORTS
Finance Department
' Clerk/Treasurer Oestreich said the state auditors would be
starting the city's 1989 and 1990 audit.
Ms. Oestreich said the Douglas County District Court contract for
a bailiff -interpreter needed to be determined by Council. She
suggested, based on fees paid so far in 1991, that a 25% or 30%
per month city share seemed realistic. The Council asked her to
work with the court in getting the process started.

Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember McArthur to approve the resolution
adopting the Six Year Transportation Improvement Program. The
motion carried 5-0.
RESOLUTION NO. 91-8
A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINGTON,
ADOPTING A SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM
AND DIRECTING THE SAME TO BE FILED WITH THE STATE
SECRETARY OF TRANSPORTATION AND THE TRANSPORTATION
IMPROVEMENT BOARD.
91-06-05 A resolution repealing Resolution 91-6
City Attorney Sparks said dollar amounts had been removed from
the previous resolution as requested by the Parks Department.
Jennifer Olsen, Douglas County Parks Department, gave Council an
estimated cost breakdown completed by Bob Droll, Skillings and
Chamberlin, Inc. The total amount of the viewpoint and trail
from the footbridge to the Grant Road parkway is estimated at
' seven hundred twenty seven thousand dollars. She said the
escalated cost estimate was due to planning that had not been
included in the original plans, such as retaining walls and the
trail under the Columbia bridge. She said the plan could be done
in phases. The city's share of the $727,000 would be
approximately $517,000. In view of the fact that no funds would
be required at this time, and only $150,000 had been set aside
toward the project, Councilmember Cassel recommended approving
the resolution to apply for funding, and a decision regarding the
city's dollar portion could be considered at a later date.
Council Action: A motion was made by Councilmember Cassel,
second by Councilmember Collings to approve the resolution
regarding the funding application for the trail and viewpoint,
and repealing resolution no. 91-6. The motion carried 4-1.

CITIZEN COMMENTS
Marge Littrell, from the Division of Community Corrections, spoke
to the council regarding the State Work Release Program and the
possibility of housing being established in the area for felony
convicts to rehabilitate them back into the community.
