REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR PRO TEM MCKEE PRESIDING
June 17, 1991
6:30 P.M.
(This meeting was recorded and will be retained at City Hall for
a period of six years from the date of the meeting.)
Councilmembers Present: Councilmember Collings, Councilmember
McArthur, Councilmember Hendricks, Mayor Pro Tem McKee.
Staff Present: Gini Oestreich, Bob Goodman, Nick Wiltz, John
Flinner, Gil Sparks.
CONSIDERATION OF MINUTES: Regular Session, June 3, 1991.
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember Collings to approve the minutes as read.
The motion carried, 4-0.
CONSIDERATION OF BILLS
Vouchers audited and certified by the auditing officer as ,
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, June 17, 1991, the Council does approve for
payment voucher numbers 11829 through 11878 in the amount of
$20,156.57. Voucher number 11843 voided.
Council does approve payroll voucher numbers 10442 through 10486,
in the total amount of $68,906.49, paid June 5, 1991 for the
month of May, 1991. Payroll voucher numbers 10467, 10446, and
10448 voided.
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember Collings to approve the bills as
submitted subject to proper audit. The motion carried, 4-0.
Councilmember Cassel arrived at 6:44 p.m.
DEPARTMENT REPORTS
Finance Department
Clerk/Treasurer Oestreich said she would be attending the
Municipal Clerk's Professional Development I, the week of July 21 '
at the University of Washington. She said this would be the
first of three annual weeks at the University to become certified
as a municipal clerk.
' Ms. Oestreich informed Council that 353 business license renewal
forms had been mailed on June 14. She said the annual licenses
expire on June 30 and businesses have until July 31 to renew
their license.
Ms. Oestreich reported to Council on the status of the investment
pool. She said in the first twelve month period the account had
made $50,583.57 in interest. She asked Council to consider going
to bid for banking services. She said this was standard
procedure for most cities, gave other banks an opportunity to
serve the city and showed an appearance of fairness.
She also asked Council to consider approving an investment policy
for the city. Council agreed to both requests by consensus and
Ms. Oestreich will begin the procedure.
Police Department
Chief Flinner asked Council to allow surplusing of the
department's 1978 Buick station wagon and 1977 Chevrolet Monte
Carlo. He said the monies would go into the Drug Fund. Council
agreed by consensus.
' Chief Flinner said Les Schwab had donated four mag wheels to the
K-9 unit. He added that Officer Webley and Dino, the K-9 dog,
had attended an extensive training class in British Columbia the
previous week.
Code Compliance
Code Compliance Officer Wiltz said the Washington State Energy
Council had given approval to the city. He said records would be
maintained and reports would be required by the Energy Council.
Mr. Wiltz said software and training would be part of the
process.
Mr. Wiltz added Diana Camp had been hired for his clerical
assistant position and she would be starting July 1.
Street Maintenance
Superintendent Goodman said his crews had finished undergrounding
of conduit for the lighting in the Manzanal area.
Mr. Goodman said the airport had indicated an interest in the
city's used street flusher. If they did not take it he would
sell it at the auction.
' Mr. Goodman reported after talking to Council that the problem
with the animals at the viewpoint park was being taken care of.

Councilmember
McArthur asked to discuss the
Mayor's salary. Ms.
McArthur said
if it was to be changed then
the amount needed to
be determined
prior to filing for election,
which was the week of
July 22. She
said the effective date could
be January 1, 1992.
Councilmember McKee said an amount of seven hundred dollars a
month seemed reasonable. He agreed the amount needed to be
changed; the difference could be applied to the planner fee. Mr.
McKee said the city possibly needed a part time planner and part
time administrator.
Councilmember Cassel said he felt the subject was out of order at
this time. Councilmember McArthur said she did not agree and it
was decided that the subject be placed on the next council
agenda.
