(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) Councilmembers Present: Councilmember Collings, Councilmember McArthur, Councilmember Hendricks, Councilmember McKee, Councilmember Cassel, Mayor McGraw. Staff Present: Gini Oestreich, Bob Goodman, Nick Wiltz, John Flinner, Gil Sparks, Charles Zimmerman. CONSIDERATION OF MINUTES: Regular Session, May 20, 1991. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Collings to approve the minutes as read. The motion carried, 5-0. CONSIDERATION OF BILLS Vouchers audited and certified by the auditing officer as , required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, June 3, 1991, the Council does approve for payment voucher numbers 11802 through 11828 in the amount of $39,037.85. New checks are submitted for payment, numbering begins at 11801. There were no payroll vouchers. Council Action: A motion was made by Councilmember McKee, second by Councilmember Cassel to approve the bills as submitted subject to proper audit. The motion carried, 5-0. DEPARTMENT REPORTS Finance Department Clerk/Treasurer Oestreich said she would be attending a Department of Retirement Systems hearing in Yakima on Wednesday, June 5. She said the hearing would be related to a new billing procedure. I r Police Department Chief Flinner reviewed the department's monthly report. He added the department was proceeding quite well in regards to accreditation. Code Compliance Code Compliance Officer Wiltz said the Planning Commission had met on May 28. He said the zoning ordinance text had been approved, with only one change regarding mobile homes; the text would be presented to council for their review and would be on the next council agenda. Mr. Wiltz said the Planning Commission had approved the Stephens rezone as RM, sub p. The Commission also approved a Planned Unit Development request by the Stimac Company. He added the contract with the Washington Energy Commission had been signed by the mayor, and at Council's direction, an ordinance will be completed to be in compliance with the code. Street Maintenance Superintendent Goodman said the interlocal agreement with the county regarding the lighting on Grant Road was being reviewed. He said the installation of street lights in the Manzanal area would begin June 4. Mr. Goodman also said the no parking ordinances were being reviewed and would be brought up to date. RESOLUTION 91-06-01 A resolution adding two councilmember positions to the present council Councilmember McKee said the issue had been discussed before; there were now four times the number of registered voters in the city; our greatest asset is our people source and they should be given a chance to have a voice in government. Mayor McGraw said the city population was about 1300 short of five thousand. When that happened, the city would be mandated to go to a seven member council and now might be the time to increase the total number. He said adding two members now would give them the opportunity of being elected by the people instead of being appointed. COUNCIL REPORTS AND UPDATES Councilmember Collings said the East Wenatchee Day would be June 15, 1991 at the Douglas County Park. Susan Barker, Wenatchee Area Visitor and Convention Bureau, presented council with a press release, noting Nendel's would be doing the barbecued salmon, there would be an apple bin contest, as well as other games and prizes. Councilmember McKee said he had attended the first meeting with the Regional Planning Advisory Board. He added the county will bring a mission statement to the next meeting on June 25. Councilmember McKee added he did not feel the city should wait on the ordinance with TCZ Cable, since it needed to be completed by 1992. He said public input and proper hearings needed to be conducted in a timely manner, before submitting a final draft. Mr. McKee said he had received considerable information regarding ' cable franchises and he would send copies of this information to council for their review. Councilmember Cassel reviewed a proposal for a planner with Douglas County. He asked the city attorney to do a contract, and have the issue on the next agenda. Code Compliance Officer Wiltz added Elizabeth McAfee, the department's clerical assistant, would be resigning and he would be working with the City Clerk to find a replacement.
