(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) Councilmembers Present: Councilmember Collings, Councilmember McArthur, Councilmember Hendricks, Mayor Pro Tem McKee. Councilmember Cassel, Mayor McGraw absent. Staff Present: Gini Oestreich, Bob Goodman, Nick Wiltz, Randy Harrison, Ray Yarnell. CONSIDERATION OF MINUTES: Regular Session, May 6, 1991. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McArthur to approve the minutes as read. The motion carried, 4-0. CONSIDERATION OF BILLS Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, May 20, 1991, the Council does approve for payment voucher numbers 11756 through 11788, and voucher numbers 3297 through 3305 in the amount of $26,299.12. There were no payroll vouchers. Council Action: A motion was made by Councilmember second by Councilmember Hendricks to approve the submitted subject to proper audit. The motion carried, DEPARTMENT REPORTS Finance Department Clerk/Treasurer Oestreich said the specifications prepared for the modular and she would be meeting with and Bob Goodman for final review before going to bid. Mr. McKee said this would give interested persons from the new areas an opportunity to be elected to the Council and become involved in the City's government. He said a resolution was required to do this; timing was very important due to the filing deadline; and he directed the city attorney to do a resolution for the next meeting agenda. He reminded Council that the City would be mandated to do this when the population reached five thousand and this was a good time to consider it. Mayor Pro Tem McKee said he would be attending the meeting in Waterville regarding Regional Planning on May 21. Mayor Pro Tem McKee announced a meeting the County Commissioners scheduled at Nendel's on Thursday at 5:30 p.m. regarding the proposed County offices. City Attorney Zimmerman reminded Council of the Planning Association meeting to be held in Wenatchee on May 29, 30 and 31. Mr. Zimmerman said he would be chairing a workshop regarding the open public meetings act on Thursday, May 29 at 8:30 a.m. in the Convention Center.
