REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR RICHARD MCGRAW PRESIDING
APRIL 15, 1991
6:30 P.M.
(This meeting was recorded and will be retained at City Hall for
a period of six years from the date of the meeting.)
Councilmembers Present: Councilmember Collings, Councilmember
McKee, Councilmember Cassel. __Councilmember McArthur,
Councilmember Hendricks excused as absent.
Staff Present: Gini Oestreich, Charles Zimmerman, Bob Goodman,
John Flinner, Ray Yarnell.
PROCLAMATION
- Declaring April 14 - 20, 1991 as Drug Free Washington Week
Mayor McGraw read a proclamation declaring April 14 through April
20, 1991 as Drug Free Washington Week.
CONSIDERATION OF MINUTES: Regular Session, April 1, 1991. ,
Council Action: A motion was made by Councilmember Cassel,
second by Councilmember Collings to approve the minutes as
amended to read, "Councilmember McArthur seconded the approval of
bills, not Councilmember McKee." The motion carried, 4-0.
CONSIDERATION OF BILLS
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, April 15, 1991, the Council does approve for
payment voucher numbers 11666 through 11704, and voucher numbers
3275 through 3287 in the amount of $19,939.96.

Action: A motion was made
by Councilmember Collings,

by Councilmember McKee to approve the bills as submitted
to proper audit. The motion carried, 4-0.

DEPARTMENT REPORTS
Finance Department
City Clerk Oestreich submitted a draft plan to Councilmembers for
a temporary modular office for City Hall. She said the next step
would be to start the bid process and asked Council to review the
plans. Council agreed and requested the issue be placed on the
next agenda.
Police Department
Chief Flinner said the department's annual report had been
submitted to Council, however it did not include public
relations.
Chief Flinner said a sheriff's deputy and a reserve officer had
been sent to Florida to return Michael Spees to the area for
prosecution. He said Spees had been responsible for recent
residential break-ins in East Wenatchee.
' He added the new patrol vehicles were on line and looked very
modern; and vehicle number six was being surplused to the City of
Rock Island.
Street Maintenance
Superintendent Goodman reviewed the study conducted by the
Washington State Department of Transportation regarding the left
turn lane from Grant Road onto Valley Mall Parkway. He said the
concern with a left turn signal was traffic backing onto SR 28.
The completed study had determined the present procedure was
adequate to handle the traffic turning left and Mr. Goodman said
maybe an independent study should be done by the City. However,
he added another study may determine the same results.
Council agreed by consensus for Mr. Goodman to determine what an
independent study would cost.
RESOLUTION
91-04-02 Resolution amending the Stadium Fund Procedure
City Clerk Oestreich said she had met with Councilmembers
Collings and McArthur on the Stadium Funds procedure. The
procedure was being amended with a new resolution. Council
' agreed a policy should be established on the use of the Stadium
Funds. Ms. Oestreich added thank you letters were being sent to
all previous Promotions Committee members.

the DARE program.
Councilmember Cassel reported on the status of the Public
Transportation Benefit Area, the bus system for the area. He
said the LINK Bus System should be going by December 15, 1991,
property had been leased for maintenance; twelve buses had been
ordered; and everything was on schedule.
MAYOR'S REPORT
Marie Garrett, representing Douglas County Public Works, reviewed
the Solid Waste Program with Douglas County up to the present
time. Ms. Garrett explained the timeframes for the different
entities to sign the interlocal agreement and how this could
affect the program, especially the grant applications.
Mayor Jenkins, from the City of Bridgeport, spoke to Council
regarding his concerns with the program. He said the proposed
budget breakdown is unclear as to estimated expenditures. Mayor
Jenkins added a meeting of the Solid Waste Advisory Committee
(SWAC) had been requested with the Douglas County Commissioners
' and to date no response to the request had been made.
Councilmember McKee said the City did support the concept and the
program, however, he felt more clarification and information was
needed.
Councilmember Cassel said the city probably would opt in, but
agreed more information was needed.
Council agreed by consensus for Mayor McGraw to send a letter to
the County Commissioners requesting a meeting of the SWAC as soon
as possible.
