REGULAR SESSION OF THE CITY COUNCIL CONVENED
COUNCILMEMBER PAUL CASSEL PRESIDING
APRIL 1, 1991
6:30 P.M.
(This meeting was recorded and will be retained at City Hall for
a period of six years from the date of the meeting.)
Councilmembers Present: Councilmember Collings, Councilmember
McArthur, Councilmember Cassel. Councilmember McKee,
Councilmember Hendricks and Mayor McGraw excused as absent.
Staff Present: Gini Oestreich, Charles Zimmerman, Bob Goodman,
John Flinner, Nick Wiltz, Ray Yarnell.
CONSIDERATION OF MINUTES: Regular Session, March 18, 1991.
Council Action: A motion was made by Councilmember McArthur,
second by Councilmember Collings to approve the minutes as read.
The motion carried, 3-0.
CONSIDERATION OF BILLS
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, April 1, 1991, the Council does approve for
payment voucher numbers 11633 through 11665, and voucher numbers
3258, 3259 and 3272 through 3274 in the amount of $17,205.95.
Voucher number 11643 voided.
Council Action: A motion was made by Councilmember McArthur,
second by Councilmember Collings to approve the bills as
submitted subject to proper audit. The motion carried, 3-0.

Police Department
Chief Flinner asked to surplus the 1987 Caprice to the City of

BID RECOMMENDATION
91-04-01 Continuation of revision of Development Permit Fees
Street Superintendent Goodman said a request for bids on the
street striper had been advertised and opened on Friday March 29.
The only bid received was from Morton International of Salem,
Oregon. The bid price, including tax and delivery was $28,377.
Mr. Goodman said he had inspected Wenatchee's striper and this
was a better model, with more features, and less money because it
had been a show model. Mr. Goodman said he was comfortable with
the process and the amount had been included in his capital
outlay budget for the year.
Council Action: A motion was made by Councilmember McArthur,
second by Councilmember Collings to approve the bid
recommendation as requested and purchase the street striper from
Morton International at a cost of $28,377. The motion carried,

' Councilmember Cassel said the issue on the agenda regarding the
Solid Waste Agreement with Douglas County would be discussed at
the next meeting. Mayor Jenkins from Bridgeport was in
attendance and he spoke to the Council briefly regarding the
proposed budget and what work had been done and still needed to
be done regarding the Solid Waste Management. Mayor Jenkins will
attend the next council meeting for full discussion and advice to
the Council.
