(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) Councilmembers Present: Councilmember Hendricks, Councilmember Collings, Councilmember McArthur, Councilmember Cassel, Councilmember McKee, Mayor McGraw. Staff Present: Gini Oestreich, Charles Zimmerman, Bob Goodman, John Flinner, Nick Wiltz, Gil Sparks. CONSIDERATION OF MINUTES: Regular Session, March 4, 1991. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Collings to approve the minutes as read. The motion carried, 5-0. , CONSIDERATION OF BILLS Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, March 18, 1991, the Council does approve for payment voucher numbers 11495 through 11632, and voucher numbers 3257 through 3271 in the amount of $62,891.94. There were no payroll vouchers Voucher numbers 11494, 3269 and 3270 voided. Voucher numbers 11501-11600 skipped in printing. Council Action: A motion was made by Councilmember McKee, second by Councilmember Cassel to approve the bills as submitted subject to proper audit. The motion carried, 5-0. DEPARTMENT REPORTS Finance Department ' City Clerk/Treasurer Oestreich said she would be attending the Washington Municipal Clerk's Association Conference in Fife March 19 through March 22. 1 - , Ms. Oestreich said a clerical assistant had been hired and would be starting April 1, 1991 Police Department Chief Flinner said he had attended an alumni association meeting and had information regarding the American Disability Act, and copies would be distributed to Council. Chief Flinner said the department's policies and procedures manual would soon be ready for review. council will review it prior to final printing. Code Compliance Code Compliance Officer Wiltz said the new Pizza Hut had opened and Bi-Mart was very pleased; plans for three new homes were being reviewed; and an application for a short plat (planned unit development) had also been submitted. Street Department Superintendent Goodman informed Council the bid opening for the illuminaires had been postponed until April 15 as the engineers needed additional information first. BUDGET REQUEST 91-03-02 Consideration of revision of Development Permit Fees Code Compliance Officer Wiltz reviewed the proposed new rates. He said the increase was timely, and would reimburse the costs to the city for engineering, legal and planning expenses. A survey had been completed of the surrounding area, and East Wenatchee was low in comparison. Council discussed each proposed amount and made recommendations as to the actual cost.
