REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR RICHARD MCGRAW PRESIDING
JANUARY 22, 1991
6:30 P.M.
(This meeting was recorded and will be retained at City Hall for
a period of six years from the date of the meeting.)
Councilmembers Present: Councilmember Hendricks, Councilmember
Collings and Councilmember McKee, Mayor McGraw. Councilmembers
McArthur and Cassel excused as absent.
Staff Present: Gini Oestreich, Charles Zimmerman, Bob Goodman,
Nick Wiltz, Randy Harrison.
CONSIDERATION OF MINUTES: Regular Session, January 7, 1991.
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember Collings to approve the minutes as read. ,
The motion carried, 3-0.
CONSIDERATION OF BILLS
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, January 22, 1991, the Council does approve for
payment voucher numbers 11291, 11332 through 11373, and voucher
numbers 3210, 3213 through 3225 in the amount of $18,729.34.
There were no payroll vouchers.
Council Action: A motion was made by Councilmember McKee, second
by Councilmember Hendricks to approve the bills as submitted
subject to proper audit. The motion carried, 3-0.
DEPARTMENT REPORTS
Code Enforcement
Code Compliance Officer Wiltz reviewed the time schedule for '
adopting the Comprehensive Plan for East Wenatchee. He said all
changes, with the annexed areas would be included.

City Attorney Zimmerman listed the procedures for
adopting the
plan; amending the zoning code text and holding
the public
hearing which would contain all the new text; and
placement of
the actual zoning of the new areas.
Mr. Zimmerman said it was difficult to give actual time schedules
for a process such as this. In response to a question
from
Councilmember McKee, he said everything should be
completed by
the end of May, including all changes.
Mr. Wiltz added he would be attending the Washington
State Energy
Conference in Tumwater January 24.
Street Maintenance
Street Superintendent Goodman said his
department
had sent for an
updated list of available grants. He
said the 1991 truck with
snow plow and sander had been received
and looked
very good. He
added the shop employees had constructed
a small
snow plow with
blade to remove snow on some of the
sidewalks.
The employees
saved the city a considerable amount of
money by
making it with
the department's own equipment.
He also added the signalization on the
Rock Island Road project
was not up to expectations in relation
to the left
turn lane. He
hoped it would be corrected soon.
Finance Department
City Clerk Oestreich reminded Council that registrations had been
made for the Legal Do's and Don'ts Seminar for February 7 at the
Washington State Extension Center in Wenatchee.
She also noted the first Municipal Research Newsletter had been
received and copies would be made available to Council.
BID REQUEST
91-02-01 A request to call for bid for street lighting on
Grant Road
Superintendent Goodman asked to postpone the request until the
February 4 council meeting to be able to allow more time to
gather information. Council agreed by consensus.

COUNCIL REPORTS AND UPDATES
Councilmember McKee asked council to agree to placing the flag
banners within the city to show support for our armed forces
serving in the East. Council agreed by consensus.
