CITY OF EAST WENATCHEE
CITY COUNCIL MEETING
OCTOBER 2, 1989
6:30 P.M.
Council Members present: Dawn Collings, Les Young, Tery McKee,
Paul Cassel and Dennis Hendricks. City Attorney Chuck Zimmerman
and City Clerk, Peggy McArthur.
Meeting was called to Order by Mayor, Richard McGraw.
Minutes of the previous meeting were approved as presented. Motion
was made by Paul Cassel, seconded by Tery McKee and passed by vote
of the Council.
Bills and accounts were approved as submitted. Motion was made by
Paul Cassel, seconded by Dennis Hendricks and passed by vote of the
Council.
Nick Wiltz thanked the Council for allowing him to attend the
I.C.B.O. workshop in Bellevue. He said it was a very informative
seminar.
Nick Wiltz introduced Paul Thrush and advised the Council that Mr.
Thrush wanted to talk with the Council about the issuance of a
building permit for tank removal at the Texaco Station.
Mr. Thrush said the E.P.A. has authorized that all underground
tanks that have been buried over 30 years be removed and placed
above ground. He said Nick advised him that a building permit was
required and the cost would be over $500.00. Thrush said he had
no quarrel with Nick but felt a repair should not be classified as
building. Mr. Thrush said the replacement is forced upon services
station owners and it was his understanding that the Fire
Department would be inspecting.
Nick advised the Council that he had to review the plans and also
he would be making inspections. Nick said the building code
excludes certain building projects but gas tanks do not fit into
the exception.
Chuck Zimmerman said the ordinance would need to be amended
excluding this type of permit if it was the desire of the Council
not to charge Mr. Thrush for a building permit. After more
discussion, the Council determined that the permit fee was
necessary to cover the review and inspections by the Code
Compliance Officer.

Chief John Flinner gave a short synopsis of the department's
monthly activities which included 50 adult arrests, 90 citations,
3 arson fires and Flinner said extra patrols will continue by
Lee School until an arrest is made or the police feel the children
are no longer in danger of being asked to get into a vehicle by
an unknown person. Chief Flinner said shoplifting was up during
the month of September. The Police Department had a DARE booth
at the Waterville Fair and the Police also participated in the
Fire Department's Kids Day Flinner expressed.
Bob Goodman said funding has been granted for Rock Island Road
The amount of the Grant is $650,900. with the City's share being
$130,180. Bob said February will be the bid opening date if at
all possible. Bob also said the construction could alter some of
the plans for apple blossom in 1990.
Motion was made by Tery McKee to adopt Resolution No. 89-9
commencing annexation proceeding for an area 80% of the boundaries
of which are contiguous to the City and generally described as that
area surrounded by the City located South of 15th Street and West
of the Wenatchee Reclamation Irrigation Ditch and setting the first
public hearing date on October 23, 1989 at 6:30 P.M. Motion was
seconded by Paul Cassel and passed by vote of the Council.
Tery said the City should proceed at the earliest date as the
Ordinance will (ii� need to be passed at the first meeting in November
and there isthen a 45 day waiting period before the area can be
annexed into the City.
There being no further business, Dennis Hendricks made a motion
that the meeting be adjourned. Seconded by Tery McKee and passed
by vote of the Council.
