CITY COUNCIL MEETING
SEPTEMBER 5, 1989
Council Members present: Dawn Collings, Les Young, Tery McKee,
Paul Cassel and Dennis Hendricks. City Attorney Chuck Zimmerman
and City Clerk, Peggy McArthur.
Meeting was called to Order by Mayor Richard McGraw.
Minutes of the previous meeting were approved as presented. Motion
was made by Tery McKee, seconded by Dennis Hendricks and passed by
vote of the Council.
Bills and Accounts were approved as submitted with the exception of
a bill to Dr. Virginia Phillips in the amount of $2,810.00 for
services rendered to Harold Kirby until such time as the Disability
Board reviews and approves the expenditure. Motion was made by
Tery McKee, seconded by Paul Cassel and passed by vote of the
Council.
Chief John Flinner gave a report on August police activities. He
stated it was a very busy month which consisted of residence
checks, motorist assists, crimes of drugs, DWI's, shoplifts,
thefts, vandalism, etc. as well as a suspect identified in the
robbery of Cashmere Valley Bank. Chief Flinner said an arrest is
forth -coming.
Chief Flinner also said he would not be able to attend the Council
Retreat and it was suggested by Paul Cassel that John make a list
of goals that he would like to see accomplished and perhaps someone
from the police department could set in for him.
Bob Goodman was granted permission by the Council to attend the
annual Road and Street Maintenance School October 3rd, 4th & 5th in
Spokane. The cost to be 125.00 for the school plus expenses.
Bob said the bedding has been placed at the viewpoint and planting
should be soon.
Chuck Zimmerman said they have Findings & Conclusions, and Judgment
& Order in the Fife case in the matter of storing of vehicles at
1115 Alvin Court. The Fifes will have six months
from August 29, 1989 to remove the vehicles Chuck advised.
After some discussion, the Council adopted Ordinance No. 89-9
regulating fireworks and providing penalties for violations of the
ordinance. Motion was made by Les Young, seconded by Dawn Collings
and passed by vote of the Council.
Ron Combs, Douglas County Fire Chief, praised the Council for their
action in adopting an ordinance setting up some strict guidelines
in dealing with fireworks.
Les young said the Ordinance goes farther than State Statute and
will ban the sale of aerial fireworks beginning a year from now.
Motion was made by Tery McKee to Adopt Resolution No. 89-6
regarding city property taxes collected by Douglas County. Motion
was seconded by Dennis Hendricks and passed by vote of the Council.
Jane King spoke with the Council regarding a Metron Contract in a
market study for the proposed Senior/Recreation Center at Walla
Walla point. Ms. King said the tasks reflect the same methodology
as outlined in a proposed contract with Wenatchee. She said
Metron, Inc. would conduct an additional three focus group
discussion in East Wenatchee. One with senior citizens, one with
East Wenatchee youth, and one with parents of area youth. RSVP
volunteers would distribute 350 survey forms to East Wenatchee
registered voters with the goal of completing 250 surveys.
Tery McKee said he appreciated what Metron was trying to do but
wondered if the City would want to get involved in a project that
would be located at Walla Walla Point.
Paul Cassel said he had talked with Dick Woods and Mr. Woods spoke
of a joint bond issue after determining what the people want and a
location. Paul said he had no problem with a joint bond issue and
with the 800.00 for the study but he said it was his understanding
that Douglas County was not planning to participate in the survey
so feels the City would be throwing away 800.00 without County
involvement, but said he does agree with the concept.
Ms. King said she had been informed that Douglas County did
not wish to be involved and that the City's 800.00 figure would be
in jeopardy.
Mr. King was asked by the Council, to get some facts and figures
together and present them to the City by Friday so the issue can be
discussed at the Council's retreat.
Paul Cassel made a motion to adopt Resolution No. 89-7 (adopting
standards for public defense services as mandated by the Washington
State Legislature) The Resolution sets standards such as
Compensation of Counsel, Duties and Responsibilities of Counsel,
Case Load Limits, Responsibility for Expert Witness Fees and Other
Costs Associated with Representation, Administrative Expenses/
Support Services, Reports of Attorney Activity and Vouchers,
Training, Supervision, Monitoring and evaluation of Attorneys,
Substitution of Attorneys or Assignment of Contracts, Limitation
on Private Practice of Contract Attorneys, Qualifications of
Attorneys, Disposition of Client Complaints, Cause for Termination
of Contract or Removal of Attorney and Nondiscrimination. Motion
was seconded by Les Young and passed by vote of the Council.

There being no further business, Tery McKee made a motion that the
meeting be adjourned, seconded by Les Young and passed by vote of
the Council.
