CITY COUNCIL MEETING
AUGUST 21, 1989
Council Members present: Dawn Collings, Les Young, Tery McKee,
Paul Cassel and Dennis Hendricks. City Attorney, Chuck Zimmerman
and City Clerk, Peggy McArthur.
Meeting was called to Order by Mayor, Richard McGraw.
Minutes of the previous meeting were approved as presented.
Motion was made by Dennis Hendricks, seconded by Dawn Collings
and passed by vote of the Council.
Bills and accounts were approved as submitted. Motion was made
by Dennis Hendricks, seconded by Paul Cassel and passed by vote
of the Council.
Chief Flinner stated that the bank robbery investigation is
coming along nicely. Flinner also said one arrest has been made
and they have two other suspects involved in vandalism on Ashland
and Eastmont Streets.
Bob Goodman said Junipers and other hardy plants will be planted
this week at the view point. Bob also said the shop roof has
been completed.
Mayor McGraw said there may be a need for a three foot fence on
the outer side of the sidewalk but hopefully the plantings will
keep people away from the bank.
Nick Wiltz advised the Council that there would be a meeting at
Nendels Tuesday morning at 7:00 A.M. with the City, Douglas
County and other entities to discuss short plats etc. Nick said
the quarterly meetings keep each entity informed as to what is
taking place in the City and County and has proved to be very
informative and worthwhile.
The Council discussed the sample fireworks ordinance. Paul
Cassel said he was satisfied with the longer sample ordinance and
felt the City should go ahead and pass the ordinance. Les Young
said he had not received any comments or proposed changes so he
felt the Council was satisfied with the draft Ordinance and
could see no reason to wait until after the retreat to adopt
the ordinance. Chuck Zimmerman advised the Council that he
would finish preparing the ordinance and review it with the
Fire Chief and have it ready for the next council meeting.
Interest on City property taxes collected by Douglas County was
discussed. It was agreed by the Council to accept the formula
devised by Douglas County Treasurer, Mary Dodge. The treasurer's
office will remit taxes collected on a weekly schedule during the
months of April, May, Oct., and Nov., the four busiest months as
far as receipt of property taxes are concerned and twice monthly
distribution in other months when property taxes receipted by the
County for the City exceed $500.00. Chuck Zimmerman was asked to
draft the necessary Resolution for Council approval and have it
ready for the next Council meeting.
Mayor McGraw proclaimed September 6 as United Way Day, and
congratulated the organization for it's service to the community
in it's 50th year in North Central Washington.
Mayor McGraw said Wenatchee is doing a basic Senior Citizen
Study. They have a voters registration breakdown of the cost for
this study and have determined that the City of East Wenatchee's
share would be 800.00. Mayor McGraw asked the Council if they
wished to participate in the study. Paul Cassel said he would
like more information. Tery McKee said he would like to know who
is on the committee. The Council all agreed they would like to
table the issue until they have reviewed the request.
Paul Cassel again reminded the Council of the upcoming retreat
set for Friday evening at the Cougar Inn and Sat. morning,
beginning at 7:30 A.M., the Council will meet at the Edelweiss.
Mayor McGraw advised the Council that the next Council meeting is
will be held on Tuesday, September 5, at 6:30 P.M., due to the
Labor Day holiday falling on the regular council meeting date.
Chuck Zimmerman said he had attended a Douglas County
Commissioners meeting on behalf of the City on whether the City
should have an Interlocal Agreement relative to the "Nash
Annexation". The issue he said, has to do with the County
performing services to the area during the lag in time when the
City will not be receiving any tax monies for the area. Chuck
said the time lag for anything other than property taxes will
depend on how quickly the City can get to the necessary people
and how quickly the City can get the annexation into its system.
Chuck Zimmerman said County road taxes will be levied for
road taxes in Dec. of 1989 to be collected in 1990. Those taxes
would be turned over to the City by the County Treasurer for
street purposes. The County road tax for 1988 taxes collected
by the County for 1989 is 1.9795 while the City's assessment
is 2.3117. Chuck said he was told there would probably be a
6 percent increase for 1989 road taxes to be paid in 1990,
making the levy approximately 2.12. If annexation is in
effect before March 1, of 1990, the City could then levy the
taxes to be paid the following year so there could be a lag of a
year to two years. The difference the City would not receive is
the difference between the County Road levy and the City's levy
and all of the money that is received from the County Road tax
would have to be put into the street budget.

Chuck said the County wanted any Interlocal Agreement regarding
annexation to be non specific as to any particular area.
Paul Cassel said the Council made a motion at their Aug. 7, 1989
meeting to accept the annexation subject to the City Council
entering into an acceptable Interlocal Agreement with the County,
arranging with the County to continue to provide services over
the next year from revenue received by the County from the
annexed area.
Tery McKee said at the last meeting, they did not know that the
City would be receiving any money from the County for a period of
one year and perhaps two.
After more discussion, Tery McKee made a motion to proceed with
the annexation to modify the previous motion from Paul Cassel's
motion at the last meeting, to eliminate the Interlocal Agree-
ment because of the new information that the Council has received
regarding the money that the City is going to receive from the
County collection of taxes and that is the reason for the
modification. Motion was seconded by Dawn Collings and passed by
vote of the Council.
There being no further business, Dawn Collings made a motion that
the meeting be adjourned, seconded by Les Young and passed by
vote of the Council.
