CITY OF EAST WENATCHEE
COUNCIL MEETING
JUNE 5, 1989
Council Members present: Dawn Collings, Tery McKee, Les Young,
Paul Cassel and Dennis Hendricks. Attorney, Charles Zimmerman
and Treasurer/Clerk, Peggy McArthur.
Meeting was called to Order by Mayor, Richard McGraw.
Minutes of the previous meeting were approved as submitted. Motion
was made by Dennis Hendricks, seconded by Tery McKee and passed by
vote of the Council.
Bills and Accounts were approved as submitted. Motion was made by
Dennis Hendricks, seconded by Paul Cassel and passed by vote of the
Council.
Police Chief John Flinner presented a synopsis of his monthly report
for May of 1989.
Bob Goodman said the project on Valley Mall Parkway is about completed
He said there are a few loose ends to complete and striping that
should be done toward the end of the week or first of next week.
Bob said there will be parking on both sides of the street and
no one should lose any parking spaces.
Paul Cassel reminded Bob Goodman to contact Jim Goodwin concerning
backfill around one of the vaults by the Lutheran Church on Valley
Mall Parkway.
Nick Wiltz laid his department has been very busy. He said he had
one short plat in progress and another short plat pending on Simon
Street. The Council granted Nick permission to attend a one day
seminar in Spokane June 13th. The cost to attend will be $65.00.
Attorney Chuck Zimmerman said an amendment needed to be made in the
City Code in the area of short plats. He said it concerned a
procedure that does not exist. The Ordinance now speaks of a sub-
division committee. As the City does not have a committee in place,
Chuck suggested that the language be eliminated from the Ordinance.
Chuck stated that the matter was not urgent so can be discussed
further at a later date.
Paul Cassel said 6:00 P.M. has been set for the Friday evening
retreat, Sept. 8th dinner at the Cougar Inn. Sat. morning the Mayor/
Council and department heads will meet at the Edelweiss at 7:30 A.M.
Paul asked the City Clerk to send out reminders the latter part of
August.

Tery McKee stated that a joint meeting with the County to discuss
stormwater was canceled. However, he stated that the Douglas
County Commissioners have agreed to attend the June 19th Council
meeting, as well as Jack Bjork with Horton Dennis & Associates to
discuss with the Council the draft of the storm water plan and how
to proceed with the next phase of the study and also funding.
Tery asked the Council to review information that he passed out
from a workshop he attended pertaining to Stormwater Utilities.
Mayor McGraw stated that if the city wanted an advisory vote on a
City name change, they would have to start moving on it so it could
be placed on the September primary ballot. Mayor McGraw
said it has been brought up a number of times. The name Eastmont
had been researched. Eastmont is available as a name as well as
River City or other suggested names. Mayor Mcgraw said he thinks the
time is right to put it on an advisory ballot if the Council would
like to. McGraw said the people should made the decision.
Paul Cassel said he agreed with a name change but he was apprised
by someone of the big cost involved in changing the name of a City.
Mayor McGraw said he felt the cost could be mentioned in the wording
of the ballot.
Dennis Hendricks asked if the issue had been voted on before. Mayor
McGraw said he did not think so but as the issue is mentioned in the
City's comprehensive plan it should not be ignored.
Chuck Zimmerman said there are a couple of procedures for changing a
City's name. The Citizens can come forward and petition and that
would be all that it would take to have it placed on the ballot.
Or, the Council can decide to place it on the ballot. Chuck said if
the ballot was advisory only, then the actual ballot would have to be
at the next general election a year from this Fall and then you would
have to wait another year for the choice of names to appear on the
ballot and then if there was not a name with 40 percent or more you
would have to wait another year to put that on.
The Council requested Mayor McGraw to go ahead with the language for
an advisory ballot and come back with that information at the next
council meeting.
Mayor McGraw announced that the council would be going into executive
session to discuss a pending litigation and a potential litigation
expected to last 20 minutes.

Mayor McGraw called the regular meeting back to order and there
being no further business, Tery McKee made a motion that the
meeting be adjourned. Seconded by Paul Cassel and passed by vote
of the Council.
