HomeMy WebLinkAbout4/3/1989 - City Council - City Council Meeting MinutesI CITY OF EAST WENATCHEE COUNCIL MEETING APRIL 3, 1989 COUNCIL MEMBERS PRESENT Dawn Collings, Tery McKee, Les Young, Paul Cassel, Dennis Hendricks. City Attorney, Charles Zimmerman and City Clerk, Peggy McArthur. Meeting was called to Order by Mayor, Richard McGraw. Minutes of the previous meeting were approved as presented. Motion was made by Les Young, seconded by Dennis Hendricks and passed by vote of the Council. Bills and accounts were approved as submitted. Motion was made by Tery McKee, seconded by Dennis Hendricks and passed by vote of the Council. Police Chief John Flinner gave a short briefing of his department monthly report. He said the Department has placed an emphasis on traffic violations and especially, speed. He said they have been concentrating on school zones and high traffic density areas. John said there were only Five accidents within the City Limits in March. Chief Flinner- stated that Officer Randy Webley is scheduled to be in California most of the month of May, training with our newest officer of the East Wenatchee Police Department (K-9). Chief Flinner- said most of the money for the K-9 has been committed. He said they are going before the Chamber- of Commerce Tuesday to hopefully raise more funds. He said the cost is 9,500.00. Bob Goodman said Construction on Valley Mall Parkway is well underway with some miner problems concerning ingress and egress to a few businesses that they are trying to work through. He said in the next two weeks the contractors would be working on retaining walls, side- walks and storm drains. Bob said his crew has begun striping and should be finished near the end of the week and they will then start crosswalk. painting. Nick. Wiltz said there is interest building up as far as construction in the City. He said he has three sets of plans that have been sub- mitted. Nick asked permission to attend a P.A.W. Planning seminar, to be held at Coeur d' Alene May 14th through the 17th. Nick said the County would cover- for him while he is gone. The Mayor and Council authorized the request. Councilman Hendricks was advised by Nick that he had not received any further information from the County in regard to the Conditional Use Permit at Tenth and Eastmont and would keep the Council apprised when he hears more from the County. LI Paul Cassel said he had heard from all Council Members regarding the date and place for the 1989 Council Retreat. Paul said Dennis Hendricks felt the retreat should be after the election. Dawn Callings and Les Young both indicated they would prefer• a one day retreat close to home. Tery McKee indicated he would prefer a retreat late in summer• but prior to elections. Paul Cassel said based upon Council preference, it would be his suggestion that a one day retreat be held during the month of August at either Leavenworth or Chelan and said he would fellow up on it if the Council wanted him to. Paul said he felt the City had accomplished a lot since their last retreat and felt that they could discuss their• accomplishments in the morning of the retreat analyzing the accomplishments of the prior retreat and to spend the afternoon adjusting some of the goals. Mayor• McGraw said he would like the Council to consider• a day and one half retreat. Mayor McGraw suggested maybe a dinner meeting the night before. Tery said perhaps the Council could have another- retreat in the latter part of the year. Paul said he could come back with more suggestions at the next meeting. Mayor• McGraw read a Proclamation asking all citizens of the City of East Wenatchee to join in a Spring Rally cleanup, April 15th through April 23, 1989 and to continue their dedication to such efforts throughout the year. As John Tontz was not present to discuss a request for funds for the Council on Aging, the matter was tabled at this time. Wayne Barnhart said that last September the Chamber of Commerce applied for• Hotel/Motel tax and said that the Committee that was appointed to accept requests for the funds, weeded the amount dawn to $3,200. 00 and at this time he was requesting that amount. Mayer McGraw explained the promotions committee advise to the Council was advisory only and still remains up to the Council and Mayor McGraw said the Council had not as yet approved any amount. Wayne Barnhart said he understood and now was asking that the 3,200 be donated to the Chamber for the Classy Chassis Parade. Tery McKee said he would personally, like to see support from the business community. He said he would be willing to support the parade but would like to see some matching funds. Wayne Barnhart said he appreciated that comment but the money was needed by March 15th and if there was a problem before, he felt the Chamber should have been notified earlier if there was a problem. Wayne said he was not saying he could not go out and do it but that the timing was is questionable. Tery McKee said at this time he would like to suggest to the Council that the Council back. the Chamber for the amount requested but that the Chamber• go out and get matching support from the community. Tery said the City has given three years in a row and he has not seen any community support. i I I Paul Cassel said he could appreciate what Tery McKee was saying but he felt that the City had not asked them to find ether support for the Classy Chassis up until this time so it may be a little unfair. Paul Cassel said he had no problem with making the ,3,200.00116mmitment for 1989 but he felt that in the future when they come forward for, funds it may be in the form of matching funds only. Paul Cassel made a motion that 3,200.00 be authorized from the stadium fund money to sponsor the Classy Chassis parade as recommended by the Promotions Committee for this year on the basis that it will increase tourism and with the understanding that this will not be binding on any future years. Motion was seconded by Les Young and passed by vote of the Council.
