HomeMy WebLinkAbout3/20/1989 - City Council - City Council Meeting MinutesCITY OF EAST WENATCHEE COUNCIL FETING MARCH 20, 1989 Council Members Present: Dawn Collings, Tery McKee, Les Young, Paul Cassel, Dennis Hendricks. City Attorney, Charles Zimmerman and City Clerk, Peggy McArthur. Meeting was called to Order by Mayor, Richard McGraw. Minutes of the previous meeting were approved as presented. Motion was made by Dawn Collings, seconded by Tery McKee and passed by vote of the Council. Bills and accounts were approved as submitted. Motion was made by Paul Cassel, seconded by Dennis Hendricks and passed by vote of the Council. Police Chief John Flinner stated that $1,710 has been donated as of this date toward the K-9. Chief Flinner also announced that he had attended a Northwest Law Enforcement Command Training Course the past week and felt it was very beneficial. Street Superintendent Bob Goodman said the project at Arbor Terrace was started last Friday and they will try to keep 13th Street open, but if closure is necessary they will notify the property owners. Bob Goodman also said the work on Valley Mall Parkway is underway, and the project is expected to be completed within 60 working days. Bob said it was still not confirmed if the P.U.D. will underground all of the poles on Valley Mall Parkway, but the contractors can work around them for the time being and should not hold up construction. Bob said there has been a Change Order on the light poles and asked the Council if they would want an electrical design so the City could have Christmas Decorations etc. plugged in at a later date. The Council asked Bob to talk with the Engineers and get a cost estimate for the design. Bob said another Change Order was for an electrical hookup for a four-way stop that would cost approximately $500 or $600. Carole Estes asked how long Valley Mall Parkway would be closed in front of her business. She said business has already dropped off. Bob said the contractors would notify the businesses if the entire street had to be closed, but they would try to keep it open. Carole also asked why Ninth Street and Valley Mall Parkway did not have a signal light. Mayor McGraw explained that the Department of Transportation did not feel that traffic warranted a signal light at this time. Tery McKee said conduit was being placed so when the time comes that there is a need for a signal light, the street will not have to be cut up again. Nick Wiltz said he had received a notice of a Conditional Use Permit at Tenth and Eastmont. Nick stated that it is in the County, but that his recommen- dation was that the contractor put in curbs, gutters and sidewalks. He asked them what plans they have for drainage. The Council asked Nick to follow up on the project as the City does not want a water problem in case of heavy rains. Page 2 Tery McKee made a motion to adopt Ordinance No. 89-1, adding a new section 15.24.065 to the East Wenatchee Municipal Code establishing regulations for temporary banner signs to be hung across public right of ways in the City by city street crews for a fee. Motion was seconded by Les Young and passed by vote of the Council. Marsha Henkle spoke to the Council about the request for stadium funds for the Eastmont High School tract resurfacing project. Marsha said the track meet is second only to Apple Blossom and brings thousands of tourists into the area. She said if the State A and B Track Meets continue, the track must be resurfaced. Marsha said the Chamber is talking about having a Carnival or Arts and Crafts event during the track meet, and have been trying to get sponsors. Tery McKee made a motion to send a letter to the Chamber of Commerce confirming a commitment to $7,500 for the year 1990 to assure the school district that the money is available, subject to a contract between the City and the Eastmont School District. Motion seconded by Les Young and passed by vote of Council. Mayor McGraw asked Paul Cassel to Chair the 1989 Council Retreat. Paul asked that all Council persons within the next two weeks contact him, letting him know when it would be possible for them to attend a retreat, and where they would like it to be held; and it will be discussed at the next meeting. Dennis Hendricks said as some of the Council Members come up for election this year it might be better to wait until after the election. Paul said that would be too late in the year to hold a retreat. He asked that the issue be put back on the agenda for the next meeting. Mayor McGraw stated there was the Public Hearing, to consider amendments to zoning code establishing hazardous waste facilities as accessory use and permitted uses in specific zones in the City. He stated that the Planning Commission recommended adoption of the Hazardous Waste Plan at their January 23, 1989, Public Hearing. Charles Zimmerman said the City must adopt a plan setting the zones for hazardous waste, or the State would do it for the City. Public Comment was invited. No one from the public commented. After Council discussion, Dawn Collings made a motion to adopt Ordinance No. 89-2 amending the City zoning code providing definitions for hazardous waste facilities, establishing hazardous waste facilities as accessory uses and permitted uses in specific zones in the City. Tery McKee gave the Council some background information concerning SR-28 and suggested a proposal for execution of a Joint Resolution with Douglas County to request the Washington State Department of Transportation to seek funding to redesign the SR-28 Project from East Wenatchee to Rocky Reach Dam. Tery suggested that it was important to get public input either by a survey or a ballot issue. After more discussion, Mayor McGraw suggested that Councilman McKee write a letter to the Douglas County Commissioners for their input and proceed from there. There being no further business, Les Young made a motion that the meeting be adjourned.
